Description
NASA Langley Research Center (LaRC) plans to issue a Request for Proposal (RFP) for the Langley Administrative, Media, and Professional Services 2 (LAMPS 2) contract. This pre-solicitation synopsis is related to the Sources Sought notice, "Langley Administrative, Media, and Professional Services II" which was posted to FBO on November 9, 2016. The LAMPS 2 requirements will include, but not limited to, the following: Administrative assistant support services (Center wide). Media support services including but not limited to, photography, graphics, video, printing and duplication, and digitization. Professional support services including but not limited to Human resource support, financial management support, library and information management, records management, Scientific & Technical Information (STI), communication support, public affairs and outreach, education, technology transfer, acquisition and contract management support (excluding Procurement Office), export control, and interpreter support services (sign language) and Communication Access Realtime Translation (CART). "The government reserves the right to issue task orders to ensure continuity of services for areas affected by the various BSAs, to include the Office of Procurement support." Strategic initiatives resulting from the following NASA Business Services Assessments (BSA) may change the scope of the LAMPS 2 contract during the life of the contract: Agency Human Capital BSA, Agency Budget and Management BSA/Program Planning and Control (PP&C), Agency Procurement BSA, and Agency Education and Outreach BSA. A Draft Performance Work Statement (PWS) has been attached to this synopsis. The Draft PWS is for planning purposes only and historical workload data will be provided with the Draft Request for Proposal (RFP). This acquisition will be a 100% Set-Aside for competition among firms certified by the Small Business Administration (SBA) as an 8(a) Small Business concern. This requirement is open to all eligible SBA 8(a) certified small business who may submit an offer which will be considered by the government. Per the Headquarters Small Business Administration, NASA’s previously announced plan to conduct this procurement as a combined 8(a)/Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside is not allowable under the 8(a) Program, thus the requirement that the offeror also be a SDVOSB will not apply to this procurement. The draft RFP will be issued in the near future containing information regarding the date and time of a conference to assist Offerors with proposal preparations. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The NAICS Code and Small Business Size Standard are 541611 and $15M, respectively. The contract type will be Firm Fixed Price (FFP) with an Indefinite Quantity Indefinite Delivery (IDIQ) Contract Line Item Number (CLIN), to have the ability to issue FFP Task Orders. The period of performance for this contract will include a 12-month base period, with four 12-month option periods. It is the offeror's responsibility to monitor the FBO site for the release of the solicitation and amendments (if any).
