Description
THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Program Executive Officer Land Systems (PEO-LS), Marine Corps, Quantico, VA 22134 intends to enter into sole source negotiations and subsequently award a contract to Hardwire, LLC, 1947 Clarke Avenue, Pocomoke City, Maryland 21851-1400. This effort is estimated for award in the fourth quarter Fiscal Year 2017 or first quarter of Fiscal Year 2018 with an approximate period of performance of 12 months. The anticipated contract is to establish a Transparent Armor Re-Lamination pilot line that can process up to 1,000 pieces of De-Laminated Transparent Armor per year to include all sizes up to and including the Logistics Vehicle System Replacement (LVSR) windshield. The contractor will design the pilot line layout, define and optimize the final equipment, build and install such equipment, and run the pilot line to demonstrate the capability. The contractor will provide a detailed design for the pilot line and for a scaled up version that would allow a through-put of 5,000 pieces of Transparent Armor per year. The Government has determined that Hardwire is the only Historically Underutilized Business Zone (HUBZone) small business with the ability to provide the Marine Corps with the capability described above. Hardwire was awarded a Rapid Innovation Fund (RIF) contract for the disassembly, inspection, and re-lamination of Transparent Armor. Hardwire was provided Transparent Armor assemblies from numerous vendors and vehicle platforms that demonstrated significant delamination on fielded and reset vehicles. As a result of working on multiple vehicle platforms, Hardwire has demonstrated they are the only known source with the experience, requisite knowledge and past performance to design the pilot line to repair common Transparent Armor. Hardwire has the proven ability to reliably disassemble Transparent Armor from the frame, repair and re-laminate a wide variety of tactical vehicle Transparent Armor assemblies. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(5), as implemented by Federal Acquisition Regulation (FAR) 6.302-5(b)(5) "Authorized or Required by Statute," specifically sole source awards under the HUBZone Act of 1997. Unless stated herein, no additional information is available. Requests for the same will be disregarded. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement if received within seven calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become Government property and will not be returned. Contractors are advised that the Government will not pay for any information or administrative costs incurred in response to this notice of intent. The North American Industry Classification System code is 326130, Laminated Plastics Plate, Sheet (except Packaging), and Shape Manufacturing.
