Description
THIS IS A REQUEST FOR INFORMATION ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUEST FOR A SOLICITATION WILL NO RECEIVE A RESPONSE. U.S. Marine Corps Regional Contracting Office (RCO), Marine Corps Installation Pacific (MCIPAC) located in Okinawa, Japan is conducting market research to determine the availability, interest and capability of potential sources qualified and able to compete for a requirement for the backup UPS batteries replacement in Building 481 on Camp Foster, Okinawa, Japan. MCIPAC is conducting market research and is seeking written responses with information to assist the Government with identifying potential sources that are interested in and capable of performing the work described in attached document. INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes, this Request for Information (RFI) is for information and planning purposes only at this time and shall not be construed as a solicitation. U.S. Marine Corps Regional Contracting Office (RCO), Marine Corps Installation Pacific (MCIPAC) located in Okinawa, Japan is seeking written responses with information to assist the Government with identifying potential sources that are interested in and capable of performance the work described below. REQUIREMENT: MCIPAC RCO is contemplating soliciting a requirement for replacing existing batteries with new batteries utilizing catalyst caps in Building 481 on Camp Foster, Okinawa, Japan. New must be sized to provide a minimum of eight (8) hours back up power under present load. The Contractor shall procure and install new batteries to replace the existing batteries providing backup power to the Dial Central Office (DCO) voice switching equipment located on Camp Foster, Okinawa, Japan. This is a turn-key installation. The Contractor shall engineer, furnish, install, and test (EFIT) batteries and hardware to Original Equipment Manufacturer (OEM), industry, and United States Marine Corps (USMC) specifications; to provide eight (8) hours of backup power to the Camp Foster DCO. The Contractor shall make all necessary hardware and configuration modifications to the existing equipment and components to support the newly installed equipment. All work must conform to seismic zone-4 regulations and include all necessary work required to connect to the existing infrastructure providing a fully functional solution. 1. Camp Foster DCO site information: •a. Located in Building 481 - The present batteries are 3 strings (72 cells) of 100A93 4500 Amp Hour Gould National Batteries (GNB) batteries and present - 48 Vdc load is 750 Amps. •b. The battery room is on the first floor and accessible via an external entrance. 2. A three string solution shall be proposed and adjoined by centralized buss bars to provide redundancy. 3. System shall be installed with little or no disruption to existing services. Any disruption of service must be coordinated with the Contracting Officer's Representative (COR). Cutover will be conducted during non-peak hours such as Friday after normal duty hours or on a weekend. Government personnel will be on site at time of cutover. 4. The Contractor shall properly dispose of batteries and other equipment removed from the site in accordance with applicable environmental regulations. All batteries and scrap metal shall be properly disposed of through the Camp Foster environmental and recycling center. Coordination shall be conducted through the COR and all of the material shall be prepared and staged by the Contractor for pick-up. Any material not accepted by the Camp Foster environmental and recycling center shall be properly disposed of by the Contractor. 5. Industry standard or OEM testing procedures will be approved by the COR. 6. Training shall be provided by the Contractor. The Contractor shall ensure base personnel demonstrate a clear knowledge of the new system configuration and operating capability prior to government acceptance. The Contractor shall provide an overview of the new system to familiarize G-6's technicians with required preventive maintenance procedures and any unique characteristics of the new batteries. The training can be completed on site at the time of installation and be conducted verbally. 7. All personnel identified to support this requirement must be certified on the systems being installed. The Contractor shall ensure personnel performing installation of the batteries are authorized or certified by the manufacturer of the new batteries without voiding the manufacturer warranty. MCIPAC is conducting market research and is seeking written responses with information to assist the Government with identifying potential sources that are interested in and capable of performing the work described in this RFI.
