- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER to and is not a request for competitive proposals. The Department of Commerce/NOAA/National Marine Fisheries Service/Northeast Fisheries Science Center, has a requirement for Vemco Acoustic Transmitters, Part Number V9-6x-A69-1602, which allow researchers to understand mortality, behavior and movement of Atlantic salmon smolts each year and compare between the years. NOAA intends to negotiate with and issue a sole source, firm-fixed price award to Amirix Systems Inc., 20 Angus Morton Drive, Bedford, Nova Scotia, Canada, under Simplified Acquisition Procedures in accordance with FAR Part 13. The Northeast Fisheries Science Center has determined that the Amirix Systems Inc., doing business as VEMCO, is the only manufacturer that produces the acoustic transmitters that are 100% compatible with the existing VEMCO equipment, data analysis software and database systems that are currently owned and utilized by NOAA's Northeast Fisheries Science Center. The associated North America Industry Classification System (NAICS) Code is 335999 and the Size Standard is 500 employees. This notice of intent is not a request for quotes. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than July 13, 2017 at 9:00AM(EST). The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government. No solicitation package is available. Oral communications will not be accepted. If no affirmative written responses are received to determine whether a qualified source is more advantageous to the Government, the award shall be made without further notice to Amirix Systems Inc., Bedford, Nova Scotia, Canada.
