Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Picarro, Inc. located at 3105 Patrick Henry Drive, Santa Clara, CA 95052-1815, for the purchase of a Cavity Ring-Down Spectrometer to Measure Carbon-13 content of Carbon Dioxide and Methane. The sole source justification is based on the following: The Material Measurement Laboratory's Gas Sensing Metrology Group (GSMG) is committed to supporting the Global Atmospheric Watch (GAW) program. Part of this commitment is measuring the Carbon-13 content (δ13C) of carbon dioxide (CO2) and methane (CH4). Currently, this is achieved by Fourier Infrared Spectroscopy with a standard uncertainty (1 σ) of 2 ‰. GSMG is seeking to purchase a new analyzer that improves this uncertainty by at least an order of magnitude i.e. ≤.0.2 ‰. Further, this analyzer will be used to verify the δ13C values in a suite of GSMG gravimetric standards (CO2 and CH4). Cavity Ring-Down Spectroscopy (CRDS) is a very sensitive and stable analytical technique. NIST requires a CRDS that is capable of measuring Carbon-13 of both analytes (CO2, and CH4) in one instrument thereby minimizing cost and laboratory space. Market research performed, which included the posting to FBO.gov of Sources Sought notice NIST-MML-17-SS18, failed to identify any sources capable of meeting these requirements using commercial products except Picarro, Inc. As such, Picarro is determined to be the only source reasonably available. The draft technical requirements are: The Contractor shall provide one (1) analytical instrument system which allows simultaneous measurement of Carbon-13 content in Carbon Dioxide and Methane (in balance air or nitrogen) to a standard uncertainty that is ≤.0.2 ‰. The system must meet the following minimum technical requirements. • Training: 1 day on-site training. • Installation: On-site installation and testing provided by vendor. • Instrument Precision: See Table 1 (for time averaging ≤ 5 minutes). • Instrument Range: See Table 1. • Outputs: RS-232 or USB that is accessible by NIST customized acquisition software (e.g. COGAS). • Documentation: Analytical data demonstrating instrument performance. Table 1: Minimum Instrument Precision (at time averaging of ≤ 5 minutes) for analytes in balance air or nitrogen. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 10:00 am ET 7/17/2017 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
