- This solicitation is a follow-up to FBO sole source notice V-7-VO-02-MC-F47. Vendors must be active in SAM. Preference is given to SBA-certified small businesses. Please see attached: -line items -statement of work (SOW) -applicable clauses and provisions -AB, FAR, and tax consent forms- please fill out, sign, and include these with your quotation Modification #0001: This is a new requirement. There is no previous contract history for this order. Modification #0002: (In reference to SOW requirement): •Multiple, simultaneous device acquisition and/or analysis Is this referring to multiple phones or can it be a phone and a device such as a TomTom or data storage card? Answer: We do need it to extract from multiple devices/sources at one time, but does not necessarily need to be a TomTom or GPS Unit. The ability to have multiple open sessions of the software to run analysis is also needed. RFQ deadline is extended until 4:30pm Central Thursday, June 29, 2017. Offerors may re-submit quotations. If quotations have already been submitted and received and are not re-submitted, the previously submitted quotations will be considered for award. Modification #0003: Answer to question from vendor: We (Offeror) have contacted NIST to verify that this type of functionality for multiple acquisitions at the same time has been tested and validated. We received a response back that that is not a valid part of the validation plan that has been drafted by NIST. Due to the fact that validation is a primary area of concern for your organization do you still plan to pursue this as a requirement? Answer: Multiple, simultaneous device acquisition is not a part of the NIST concept of validation, but rather a requirement on our (IRS') part to allow for our examiners the ability to extract data and run analysis on multiple mobile devices at the same time. RFQ deadline remains 4:30pm Central Thursday, June 29, 2017. Modification #0004: Vendor comment: Per the statement of work "A major part of the forensic process is tool validation. The National Institute of Standards and Technology (NIST) has established a program to assist the field with tool validation." (Vendor) will keep the original proposal where the multiple acquisitions and analysis options was answered. The request for multi-acquisitions at one time and having a tool that is valid by NIST standards is a contradiction as that is not supported by the NIST validation paradigms. That would render any tool that allows this function to not be NIST certified and not valid for your solicitation. Customer response: These are two separate concepts. The validation is a NIST concept, meaning we need multiple tools to perform mobile forensics, and run them against each other to compare results of data extracted and what is recovered/found during analysis. This is common practice in digital forensics across the board, not just in mobile device forensics. The need for multiple simultaneous extractions is a workload and efficiency need on our part, separate from the need for validation. The two do not contradict each other. Furthermore, the tools we use are not "NIST certified", as NIST doesn't certify our tools. We are not saying the tool needs to meet any sort of NIST standard, but rather we need multiple software packages so we can compare them against each other. There is no one tool that does everything. RFQ is extended until 12:30PM Central, Thursday, July 6. Quotations may be modified or will be considered as is if no modification is received.
