Description
This is a Request for Information (RFI)/Sources Sought notice to conduct market research for information and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Veterans Affairs is not at this time seeking proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. However, in order to satisfy the requirements of 38 U.S.C. 8127, these results will be used as part of VA s determination as to whether or not two or more service-disabled Veteran-owned small businesses, or Veteran-owned small businesses, that are verified in the VetBiz database (https://www.vip.vetbiz.gov/) are capable and interested in competing for this effort. Please ensure your company name, address, main point of contact, socioeconomic status, and capability to comply with any limitation of subcontracting/non-manufacturer rule clauses/provisions are clearly documented. Please ensure any proprietary information submitted as part of your response is appropriately marked as such. Background: Subject to the availability of appropriations, Title 38, United States Code (U.S.C.) § § 2011, states that the Secretary of Veterans Affairs shall provide grants to assist public or non-profit private organizations in establishing new programs through a competitive process, for up to 65 percent of the cost of acquiring, renovating, or constructing facilities or to purchase vans. Title 38, U.S.C. § § 2012 states that the Secretary of Veterans Affairs shall provide (subject to the availability of appropriations) per diem to grant recipients or entities eligible to receive a grant that provide supportive services and/or supportive housing to homeless Veterans. By statute, the Department of Veterans Affairs (VA) may also provide grants to assist community providers in meeting the needs of special populations. The Grant Per Diem (GPD) Program has been successful in establishing services for homeless Veterans. Since its inception, the program has grown significantly. Grants have been awarded nationally since 1994. Community-based providers funded under the GPD Program exist in all states, the District of Columbia, Guam, and Puerto Rico. These GPD Programs offer communities a way to assist homeless Veterans with housing and services while assisting VA medical facilities in providing housing or services for Veterans. Program designs are diverse, ranging from congregate living transitional housing projects and apartment style transitional housing, to service centers offering outreach and supportive services. The statutory authority for the Supportive Services for Veteran Families (SSVF) Program is found at title 38 United States Code (U.S.C.) 2044. The implementing regulations are found at title 38 Code of Federal Regulations (CFR) Part 62. Section 604 of the Veterans Mental Health and Other Care Improvements Act of 2008, Public Law 110-387, authorized VA to develop the SSVF Program, which provides supportive services to very low-income Veteran families in, or transitioning to, permanent housing. Funds are granted to private non-profit organizations and consumer cooperatives that assist very low-income Veteran families by providing a range of supportive services designed to promote housing stability. The purpose of this requirement is to obtain Contractor support to provide fiscal and auditing support services for the Department of Veterans Affairs, GPD and SSVF. The Contractor shall provide a wide range of fiscal and auditing support services. Please see attached draft performance work statement for additional information. Please address the following questions: What experience do you have in providing subject matter expertise and business advisory/consulting services within the realm and all aspects of providing fiscal and auditing support services, specifically for the VA GPD and SSVF? What experience do you have providing on-site and off-site services in support of grant internal control program guides, compliance with federal regulations to include Budget Circular A-122 and A-133, 2 CFR 200, 38 CFR Part 61 & 62, CFR 215 Uniform Administrative Requirements, Generally Acceptable Government Audits Standards (GAGAS), sophisticated data and statistical analysis for audits and continuous monitoring? What experience do you have supporting the President's Management Agenda addressing the initiative to reduce erroneous payments? What experience do you have in agencies with programs listed in Section 57 of the OMB Circular A-11 that are required to report annually on the extent of the erroneous payments in those programs and actions taken to reduce erroneous payments? What experience do you have with assessments of internal control over financial reporting and reviews of financial management systems pursuant to Appendix C of OMB Circular A-123 as implementing guidance for the Improper Payments Information Act of 2002, as amended by the Improper Payments Elimination and Recovery Act of 2010 and the Improper Payments Elimination and Recovery Improvement Act (IPERIA) of 2012 (P.L.107-300), and section 831 of the Defense Authorization Act of Fiscal Year 2002 (P. L. No. 107-107, codified at 31 U.S.C. § §3561-3567), also known as the Recovery Auditing Act? Furthermore, what experience do you have in recommending and/or assisting with the IPERIA risk assessment? What experience do you have with the Federal Standard Form 425? What experience do you have in developing, implementing, conducting, and documenting internal control assessments at the level of complexity, size and scale of VA, from the initiation to full maturation, to determine compliance and conformance with the Federal Managers Financial Integrity Act (FMFIA) of 1982 Section II, the Office of Management & Budget (OMB) Circular A-123, and other pertinent Federal internal control related requirements? Furthermore, what experience do you have in remediating internal control deficiencies to bring operations and processes into conformance with the Federal Managers Financial Integrity Act (FMFIA) of 1982 Section II, and the Office of Management & Budget (OMB) Circular A-123, and other pertinent Federal internal control related requirements? If you have experience providing the aforementioned support to Federal agencies, please provide a list of the types of Federal customers you have successfully supported and the resultant outcomes. Please also include supporting detail such as capacity, users, facilities, budget, geographical scope, criticality of services, etc. If you have the capability to perform 50% or more of this effort, please provide information to demonstrate this capability. Please provide specific detail with respect to the experience (i.e., the number of years, the size of the organization(s) supported, relevant contract numbers and dollar value, names of systems supported, name(s) of organization(s) supported, etc.) for all the questions contained within this RFI. Vendors may also submit additional information not specifically requested above, which would provide value and insight to the Government as it relates to VA s requirement described herein. Please do not submit general capability statements, marketing materials, or other nonspecific information. *Note: VA may elect to contact individual companies based upon the content of the submission to gather further information.
