- Page 1 of 1 RFI QUESTIONS Question: Wondering about the use of the 541310 NAICS code on a VISN wide ID/IQ which would entail at least 50% engineering disciplines either in house or sub-contracted. Most of these VISN wide ID/IQ solicitations carry the 541330 code. Could this be an error in the solicitation or is it your intent to limit competition to 310 firms only? Response: Unfortunately, page one (1) of the pre-solicitation notice only permits listing one (1) NAICS code. Please refer to page 4, Item 6-Set Aside Information: NAICS Codes are listed in that section. Question: Could you please direct me to the FAR regulation which would demand my/any engineers to be licensed in Alabama, or any specific state for that matter to work Federal Contracts. It seems that this requirement is in direct opposition to the Federal Requirements as dictated by the FAR. From the FAR: 52.236-25 -- Requirements for Registration of Designers. As prescribed in 36.609-4, insert the following clause: Requirements for Registration of Designers (June 2003) Architects or engineers registered to practice in the professional field involved in a State, the District of Columbia, or an outlying area of the United States shall prepare or review and approve the design of architectural, structural, mechanical, electrical, civil, or other engineering features of the work. (End of Clause) Response: The following statement, in paragraph 1, on page 2 is deleted: Firms submitting qualification packages must be fully licensed to perform designs as a registered professional AE firm in the State of Alabama to be considered for this opportunity. Statement is replaced with: Firms submitting qualification packages must be fully licensed to perform professional services of an architectural or engineering nature, as defined by applicable state law.
