- Questions and Answers Q1. SF 1449 states the due date of proposal is Jul 10, 2017. RFP p. 24 item C.3(k) states that Part I and II are due on Jun 17, 2017 and Part III is due on Jun 10, 2017. a. Please confirm the correct date and time for submission of all volumes. A: Part III is for Past Performance information. Please submit the Attachment 2 and 3 by that date, 10 Jul 17. b. If Part III is due a week earlier than the other volumes, are Past Performance Questionnaires due at the same time as Part III or can they be completed and returned by clients at the close of the solicitation (e.g., Jul 17 versus July 10)? With the upcoming holiday, this will allow clients more time to complete questionnaires. A: Please submit at least, Attachment 2 by 10 Jul 17. For Attachment 3, I would like you to coordinate your customer to meet the due date, however if it is out of your control, we can accept late submission but not later than 17 Jul 17. Q2. RFP Attachment 2, Present/Past Performance Reference List. RFP P. 23, items i-x. a. In what section of Part III should the Offeror provide Attachment 2? A: Please fill out No 1 thru 8 if applicable of Attachment 2 for each contract b. Attachment 2 does not contain all the information required on page 23 of the RFP (items i-x) for each contract. Should the Offeror only provide Attachment 2 or should they provide both Attachment 2 and the list of items on p. 23, i-x? A: You can utilize Attachment 2 to address all stated at Page 2. If you think one or some of them are not applicable, please state so. Q3. RFP p. 22 item (b) Performance Surveys/Questionnaires states that the Offeror shall send out the PPQ (Attachment 3), using the Past Performance Evaluation Cover Letter (Attachment 3), to each of their references. a. Attachment 3 does not contain a Cover Letter. Will the government provide the required Cover Letter? A: Cover letter means the page 1. Q4. RFP p. 23 item (h) states that, "files are not to exceed 5 MB. a. Is the 5 MB requirement for each file or the entire email to include all attachments/files? A: 5MB is the maximum. Prefer to have a package less than that. Q5. RFP PWS p. 2, Section 1.3.1.3 Orientation states that initial and annual training will be required for each employee. a. Will the government provide a list of the required initial training for each employee? A: Yes. b. Will the government provide a list of the required annual training for each employee? A: Yes. NOTE: Since the required clerks are easily replaced with the other people, SOFA status will not be provided under the subject contract. It means workers shall legally have the residence rights in Japan.
