- ICE PILOT SCOPE OF WORK ICE PILOT J&A Description: The United States Coast Guard Cutter MAPLE, Sitka, AK anticipates awarding sole source procurement to Marine Exchange of Alaska for the following service: Provision of an Ice Navigator that meets all Canadian regulatory and experience requirements to accompany USCGC MAPLE from 19 July to on or about 15 August 2017 on a transit of US Arctic Waters and the Northwest Passage. The Ice Navigator will assist MAPLE's deck watch in appropriately following the guidelines and requirements of the Canadian Arctic Ice Regime Shipping System (AIRSS). The suggested source is the only known provider of qualified personnel who meet Canadian Regulatory Requirements to serve in the capacity of Ice Navigator and also have recent experience on both the Northwest Passage and US Arctic waters. No other source was identified that could provide the needed local knowledge of environmental conditions and safe navigation practices in this area which is poorly charted in areas and prone to dangerous ice conditions that can change rapidly with shifts in wind or ocean currents. Required Period Of Performance: 19JUL17-15AUG17 This procurement will be made on behalf of the USCGC MAPLE. Vendor will provide all the services in accordance with the attached Scope Of Work. NAICS Code # 488330 applies to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. No solicitation will be issued, however all responses received on/before 0800 AST 10JUL2017 will be reviewed by the Government. A determination not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government. This notice of intent is NOT a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation is restricted to: Marine Exchange of Alaska Offers from concerns other than the above are not solicited. If no affirmative responses are received by the date specified above to determine whether a qualified source is more advantageous to the Government, a purchase order will be negotiated and awarded to Marine Exchange of Alaska.
