- Statement of Work for Portable Sanitation Facilities THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. This notice is posted in accordance with FAR 5.2 and FAR 36.213-2 Project: Portable Sanitation Facilities Solicitation Number: FA6606-17-R-0015 The 439th Contracting Flight located at Westover Air Reserve Base, Chicopee, MA is seeking sources sought/capabilities packages of potential sources to provide Portable Sanitation Facilites. This sources sought is issued solely for information and planning purposes only. The intent of this sources sought synopsis is to identify small businesses capable of providing the service identified in this synopsis. The project is to provide supervision materials, labor, equipment necessary to provide portable toilets, cleaning and sanitizing on a regular schedule and as needed basis. The units shall be available on monthly, weekly, and/or daily basis. The type of units required are Standard and ADA units. SPECIAL REQUIREMENTS: Anticipated contract type will be a Pre-priced Blanket Purchase Agreement. Payment method intended is GPC card. The anticipated performance period is one (1) base year with four (4) one year options for a total performance period not to exceed five (5) years. For the purpose of this acquisition, The North American Industrial Classification System (NAICS) Code assigned to this acquisition is 562991 (Toilet renting and/or servicing, portable) and applicable SBA size standard of $7.5M in average annual receipts. THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL,QUOTE, INVITATION FOR BID, OR PRESOLICITATION NOTICE. THERE IS NO SOLICITATION AT THIS TIME. SUBMISSION OF ANY INFORMATION IN RESPONSE TO THE MARKET SURVEY IS PURELY VOLUNTARY. THE GOVERNMENT ASSUMES NO FINANCIAL RESPONSIBILITY FOR ANY COSTS INCURRED. This announcement is for information and planning purposes only and is not construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. All information submitted will be considered procurement sensitive, becomes Government property and will not be returned, but will be handled in accordance with applicable proprietary markings. Proprietary information, if any, MUST be kept to a minimum and MUST BE CLEARLY MARKED. Information which the respondent considers Proprietary Information pursuant to existing laws and regulations must be marked accordingly (See FAR 3.104-1 (3) & (4)). NO CLASSIFIED INFORMATION SHALL BE SUBMITTED IN RESPONSE TO THIS NOTICE. The government will evaluate market information to ascertain potential market capacity to provide services consistent with those described in the item description of this notice. Based on the responses to this SOURCES Sought Notice/Market Research, This requirement may be set-aside for SMALL BUSINESS or procured through FULL AND OPEN COMPETITION in the future. Telephone inquires will not be accepted or acknowledged and no feedback or evaluations will be provided to companies regarding their submissions. SUBMISSION INSTRUCTIONS: Interested parties who consider themselves qualified sources are invited to submit a response to this SOURCES SOUGHT NOTICE no later than Thursday 10 July 2017 at 12noon Eastern Daylight Savings Time (EDST). All responses to this Sources Sought Notice must be emailed to Rosalie.Connelly@us.af.mil. QUESTIONS REGARDING THIS SOURCES SOUGHT NOTICE SHALL BE SUBMITTED IN WRITING NO LATER THAN 06 July 2017, 11:00AM EDST. ALL TIMES ARE STATED AS EASTERN. Interested small business sources, that qualify under the above NAICS Code as a small business, are hereby invited to submit a capability statement. The statements shall provide administrative information to include the following: Company name, title, mailing address, phone number, and e-mail of designated point of contact, business type and size (for the applicable NAICS 562991), DUNS number, Cage code, Business size and any/all socio-economic category(ies) for the identified NAICS code including small business, woman-owned, and economically disadvantaged, percent of work your company is able to perform, and any teaming. The subcontracting limitations are outlined in FAR 52.219-3, 52.219-14, 52.2'19-27, 52.219-29 and/or 52.219-30. As appropriate Each capability statement submitted should also demonstrate the firm's ability to perform the attached draft Statement of Work (SOW) and address the following: 1. Specific experience in the activities described in the draft Statement of Work (SOW); 2. State whether or not your company has a current contract for similar requirements to include Government contracts with Federal, State or Local municipalities. 3. If signifcant subcontracting or teaming is anticipated in order to delivery technical capability, organizations should address the administrative and management structure of such arrangements.
