- This is a PRESOLICIATION notice. The U.S. Department of Veterans Affairs (VA), Network Contract Office (NCO) 18 intends to issue a solicitation for two (2) Full Time Equivalent (FTE) Behavioral Health Technicians for the Phoenix VA Health Care System (PVAHCS). The behavioral health technicians will perform a variety of psychological and technical support duties that facilitate the work of psychologists and psychiatrists and other members of the medical facility who provide direct patient mental health care. Duties shall include but not limited to: scheduling and monitoring appointments, prepares clinic visits, ensures patient forms are completed, screens patients, completes clinical assessments, performs standard psychological tests, interprets tests results, and submits a written interpretive report for the approval of the psychologist. These positions require knowledge of medical terminology such as psychiatric diagnostic categories. The NAICS code for this solicitation is 561320 (Temporary Help Services) with a small business size standard of $27.5M. This solicitation will be posted 100% Service-Disabled Veteran-Owned Small Business Set-Aside. The Government anticipates awarding a firm fixed price purchase order. Only one award will from this solicitation. The contractor shall perform in accordance with the Performance Work Statement that will be included in the solicitation. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. Solicitation Package VA258-17-Q-0255 shall be posted on Fedbizopps on or about July 17, 2017. No solicitation packages will be mailed. Responses must be concise and be specifically directed to the requirement referenced above. All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.
