Sources Sought Notes This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 337127 (500 employees) Institutional Furniture Manufacturing. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. STATEMENT OF WORK Wall Protection ACC GOLD, DIAMOND, & TURQUOISE CLINICS Phoenix VA Health Care System The C&A requirements do not apply, a Security Accreditation Package is not required. STATEMENT OF SERVICES This project involves the procurement and installation of Wall Protection for 4 of the ACC clinics at the Phoenix VA Health Care System (PVAHCS). This is part of a renovation project of the worn and damaged finishes in the ACC of the main facility in order to backfill the vacancies with growing services requiring additional space as well as to modify the spaces to better accommodate the function of the incoming tenant services. This procurement package is Brand Name only to Match Existing for Maintenance Time & Cost Justification: Manufacturer: CS Construction Specialties, Inc. PROJECT OVERVIEW IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO ABIDE BY ALL LOCAL ORDINANCES GOVERNING THE PROJECT LOCATION. Installation timeframe will be scheduled between the hours of 3:00am-11:30am Monday-Friday (may vary). Excluded overtime and weekend work. Coordinate installation date/s with the Phoenix VA Interior Designer/COR. The clinic is located on the first floor of building #8 (ACC) on the main campus. Vendor to provide a 48-hour notice prior to delivery to the designated point of contact for confirmation of time and exact location. Contractor must be able to complete each room and demobilize according to these expected and approximate timeframes. Contractor must supply a detailed staffing and project schedule for each phase of this project. Delivery Lead Times may be staggered to accommodate specific timeframes on call indicated by VA designer to be stored by manufacturer/dealer and be delivered and installed during the specified timeline intervals. Manufacturing requirements: The manufacturer shall be expected to provide commercial grade wall protection systems. Manufacturer shall meet the construction and warranty requirements as outlined in these specifications. Lead time should be within industry standard of two weeks or less from receipt of order. Design Efforts required: The VA Interior Design department has completed the programming and interior design selection for the ACC s within the Phoenix VA Healthcare System. The specification sheets indicate specific Acrovyn wall coverings for this project. GENERAL INFORMATION The Certification and Accreditation requirements do not apply and a Security Accreditation Package is not required and there is no sensitive information to protect. This specification establishes the minimum requirements for the acquisition and/or installation of a complete and usable selection of wall protection system. All products and components will be new; refurbished products will not be accepted. All products will be manufactured by Acrovyn, for Construction Specialties, Inc. Substitutions of the finishes shown in the product pages shall NOT be accepted. Pricing shall include these exact finishes and colors or as chosen by the VA Interior Designer/COR. The Contractor shall coordinate the installation with the VA interior designers. All on site contracting personnel must have identification on them at all times on site. The Contractor shall coordinate the work with the interior designer/COR/designated representative. Product quantities have been provided for convenience only. It is the responsibility of the vendor to review all drawings and confirm correct quantities prior to order. The documents provided are for quotes and are NOT intended to be used as final installation drawings. Product quantities have been provided for convenience only. PRODUCT AND VENDOR DATA Include with Submittal documents (in paper and PDF format as indicated in Submissions Section above): Provide two (2) copies of detailed CAP worksheet indicating parts and finishes. Include part number, and quantities, price each and extended price for each line. All applicable warranties. Acknowledgment and acceptance of estimated delivery times. Delivery method (Trucks direct to site, trucks to warehouse, unpackaged, then delivered to site, etc.) DO NOT SUBMIT: Technical specification books Company brochures DELIVERY, STORAGE AND HANDLING All products shall be delivered to the jobsite. Storage of product prior to installation is vendor s responsibility. There shall only be a small staging area provided at the project site. Product is manufacturer s responsibility until the Phoenix VA Interior Designer accepts complete delivery/installation. (The vendor is to contact the interior designer/COR to schedule delivery to confirm a date, time, and the location). COMPONENTS REQUIREMENTS The types of components or elements utilized shall be as shown on the drawings and the specification sheets. The storage capacity, width of aisles/corridors, or layout configuration shall not be reduced. After award, vendor shall be able to field verify project site. Any modification after award shall be approved by the VA Contracting Officer and POC/Interior Designer prior to order/implementation. WARRANTY WARRANTY INFORMATION provided needs to indicate the length, what is covered, if labor services are covered, and the usage that warranty covers (24/7 or 8 hour work day, etc.) Warranties for wall protection will meet or exceed CS Construction Specialties, Inc. /Acrovyn commercial warranties. Warranties shall be signed by the authorized representative of the manufacturer. Warranties accompanied by document authenticating the signer as an authorized representative of the guarantor, shall be presented to the owner upon the completion of the project. All products will be manufactured by Acrovyn for CS Construction Specialties, Inc. The vendor shall guarantee that the interior signage system products and installation are free from any defects in material and workmanship from the date of delivery. SCHEDULE DELIVERY & INSTALLATION Coordinate delivery and installation of items with the Phoenix VA Interior Designer/COR. The installation shall occur Monday-Friday between the hours of 3:00 AM 2:30 AM. Installation: Ideal completion date: Aug 30th, request completion as soon as able Delivery Lead Times may be staggered to accommodate specific timeframes on call indicated by VA designer to be stored by manufacturer/dealer and delivered during the specified timeline intervals. Contractor must be able to complete each room and demobilize according to these expected and approximate timeframes. Contractor must supply a detailed staffing and project schedule for each phase of this project. Protect doors, doorways, and corridor walls use for delivery and installation. Contractor is responsible for repair of these areas for any damage caused by the Contractor. All services shall be installed by certified technicians in accordance with manufacturer s recommended installation instructions. A punch list walk through shall be performed with the contractor s representative. Items on the punch list shall be noted and a response for completion time (expected date of completion) of each item shall be provided from the contractor. CLEANING All packaging material and debris shall be removed from the site and properly disposed of by the contractor. Upon completion of installation prior to the punch list walk through, all products shall be cleaned and dusted and the area shall be left in a clean neat condition and ready for occupancy. Any defects in material from installation shall be repaired and damaged products that cannot be satisfactorily repaired shall be replaced. Manufacturer s qualifications: Not less than 5 years experience in the production of specified products and a record of successful in-service performance. Assemblies should conform to all applicable codes including IBC, UBC, SBCCI, BOCA, OSHA, OSHPD, ADA and CA 01350. Provide engineered PETG wall protection system components with UL label indicating that they are identical to those tested in accordance with ASTM E84 for Class 1 characteristics: 1. Flame spread: 25 or less, 2. Smoke developed: 450 or less. Impact Strength: Provide assembled wall protection units that have been tested in accordance with the applicable provisions of ASTM F476. Chemical and stain resistance: Provide wall protection system components with chemical and stain resistance in accordance with ASTM D543. Color match: Provide wall protection components that are color matched in accordance with: Delta Ecmc of no greater than 1.0 using CIELab color space. (Specifier note: Construction Specialties colors are matched under cool white fluorescent lighting and computer controlled within manufacturing tolerances. Color may vary if alternate lighting sources are present). Provide all components of the wall protection system manufactured by the same company to ensure compatibility of color, texture and physical properties. Deliver materials to the project site in unopened original factory packaging clearly labeled to show manufacturer. Store materials in original, undamaged packaging in a cool, dry place out of direct sunlight and exposure to the elements. A minimum room temperature of 40 °F (4 °C) and a maximum of 100 °F (38 °C) should be maintained. Material must be stored flat. Materials must be acclimated in an environment of 65 °-75 °F (18 °-24 °C) for at least 24 hours prior to beginning the installation. Installation areas must be enclosed and weatherproofed before installation commences. Extruded material should be high impact Acrovyn 4000 with shadowgrain texture, nominal.078" (1.98mm) thickness. Chemical and stain resistance should be per ASTM D543 standards as established by the manufacturer. Colors to be indicated in the finish schedule from one of manufacturer s standard color range. Extruded aluminum should be 6063-T6 alloy, nominal.100" (2.54mm) thick retainer. Minimum strength and durability properties as specified in ASTM B221. All fasteners to be non-corrosive and compatible with aluminum retainers. All necessary fasteners to be supplied by the manufacturer.
