- This is a SOURCE SOUGHT NOTICE. This notice is for informational and planning purposes only and shall not be construed as a solicitation for proposals or as an obligation or commitment of any kind by the Government. This notice is intended strictly for market research and planning purposes. Please reference SSA-SS-17-1003 when responding to this announcement. Background: In 1986 Congress created the Federal Employees Retirement System (FERS), which became effective on January 1, 1987. All new Federal civilian employees are covered under FERS. However, civilian employees hired before January 1, 1987 who already had enough Federal civilian service to potentially be eligible for an annuity at some point in time under the prior Civil Service Retirement System (CSRS) had the opportunity to choose between the two systems. The Government has since identified a multitude of Federal employees who fit into this category, yet were never given the opportunity to choose between the two retirement systems. In September 2000, The Federal Erroneous Retirement Coverage Correction Act (FERCCA) was passed, which provides relief for employees with retirement coverage errors as a result of the FERS transition. The Social Security Administration (SSA) Human Resource (HR) staff currently process all FERCCA cases for the agency among the myriad of other HR activities they perform on a daily basis. As a result, the agency has a need for contractor support to supplement the Agency's processing of FERCCA cases. We anticipate we will need assistance with approximately 50 cases per year. The contractor would be responsible for the following activities: 1) Analyze employee service histories to confirm retirement coverage error and determine FERCCA eligibility 2) Preparation of FERCCA determination package for employees a. Preparation of FERCCA determination/eligibility letter b. Preparation of Out-of-Pocket (OOP) Expense letter to include OPM's OOP Guidelines 3) For Mandatory Correction cases provide employee estimate of benefits based on correct coverage 4) For employees with Election Opportunity provide FERCCA Decision Packages: a. Requires obtaining documentation from employees, i.e. Social Security earnings information, TSP account information, service credit payment information, etc... b. Requires detailed comparison of total retirement benefits package (Federal Annuity, Social Security benefits, TSP, survivor benefits, COLAs, etc...) under both systems for which the employee has an election opportunity c. Must also include information about FERS annuity supplement and CSRS Offset amounts if applicable. 5) Counseling Employees (both mandatory correction cases and election opportunity cases) a. Explanation of benefits i. Mandatory corrections: provide information about the correction process ii. Election Opportunities: provide an explanation about benefits under each system including interactions with social security benefits and TSP accounts. Provide explanation of timeframe for election period. Obtain election form. 6) Providing assistance during the correction process a. Notify HR of necessary corrections whether mandatory or through election by employee b. Provide guidance to HR specialist as to necessary corrected personnel actions 7) Provide notifications to Office of Personnel Management. Instructions for Responses: If your company has the ability to provide these services, please provide a capability statement that describes your experience with processing FERCCA cases. Additionally, we request that you respond to the following questions: 1) Do you have a system you are currently using to process similar cases that includes Personally Identifiable Information (PII) with another Federal agency? If so, does the system have an Authorization to Operate (ATO) from that agency? Please describe data security protections in place for your system. 2) If your company has a GSA schedule does the schedule cover both FERCCA case processing and system security? Would any system security support be considered open market? 3) Do you currently process FERCCA cases from your facility? 4) How do you currently price FERCCA or similar case processing? For example, does your company price on a per case basis or on an hourly basis? 5) Could you support on-site part-time support at the SSA headquarters in Baltimore, MD either on a regular basis or on an on-call basis? Additionally, with your response, please include: a. DUNS number b. Company Name c. Company Address d. Type of Company (i.e. large business, small business, small disadvantaged, women owned, HUBZone, and Service Disabled) for the above referenced NAICS code as validated via the System for Award Management e. Company point of contact, title, phone and email address f. GSA Contract number, if applicable. SSA will not consider submissions of simple marketing materials/brochures, incomplete responses that do not conform to the requested elements of this notice, or references to websites. Do not submit pricing data with your response. This is not a request for proposals or an announcement of a solicitation. No solicitation package exists at this time. No proprietary, confidential, sensitive information should be included in your response. SSA reserves the right to use any non-proprietary information in any resultant solicitation. Respondents will not be notified of the results of the evaluation of the information received and submittals will not be returned to the sender. All responses must be submitted in an electronic form via e-mail to the Contract Specialist at wanda.owens@ssa.gov no later than July 12, 2017 1:00 p.m. Responses received after the due date will not be considered. The file size limitation for e-mail attachments is 5 MB. Faxed information will not be considered. SSA will not accept phone calls regarding this notice. SSA will not return any information submitted in response to this notice. Information received will be used in SSA's market research effort and for procurement planning purposes only.
