- The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award an Advance Acquisition Contract (AAC) for Low Rate Initial Production (LRIP) 4 in Fiscal Year (FY)18 and a fixed price type contract for LRIP 4 in FY19 to Northrop Grumman Systems Corporation (NGSC), San Diego, CA, on a sole-source basis to procure the MQ-4C Triton Unmanned Aircraft System (UAS) (formerly known as Broad Area Maritime Surveillance (BAMS) UAS) and related suppliers and services. The LRIP 4 AAC will procure long lead items (e.g. components, material, parts, and associated efforts) required to maintain the planned production schedules. The LRIP 4 contract will include three aircraft, one main operating base, one forward operating base, trade studies, mission control systems, non-recurring engineering costs (e.g. parts obsolescence engineering and productionization), engineering change orders, integrated logistics support (ILS), interim contractor support, trainers, and support equipment. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, "Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements" for the proposed LRIP 4 action. NGSC is the sole designer and developer of the MQ-4C Triton UAS. This contract is a follow-on contract for the production of a major system and award to any other source other than NGSC would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice.
