- Combined Synopsis/Solicitation for T-45 Physiological Episode (PE) Root Cause Analytics Project (PERCAP), RFP N6134017R0911 This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The simplified acquisition procedures using the program for certain commercial items, as authorized by FAR Part 13.5, are applicable to this procurement. Reference solicitation N6134017R0911 is issued as a request for quotation (RFQ) and incorporates the provisions and clauses in effect from regulations posted to http://farsite.hill.af.mil inclusive, but not limited to Federal Acquisition Circular 05-95. The solicitation shall be awarded on a COMPETITIVE basis. It is anticipated that this award will be made on a Firm Fixed Price (FFP) contract. The North American Industrial Classification System (NAICS) code for this solicitation is 541512. The Government is issuing this Combined Synopsis/Solicitation without any restrictions to business size standards. Pricing shall include all cost related to this requirement to include shipping. Shipping shall not be priced separately. CLIN 0001: Root Cause Software “ Firm Fixed Price “ Qty 1 Lot CLIN 0002: Hardware “ Firm Fixed Price “ Qty 1 Lot CLIN 0003: Implementation Services “ Firm Fixed Price “ Qty 3 Lots CLIN 0004: Travel and Other Direct Costs “ Firm Fixed Price “ Qty 3 Months This Combined Synopsis/Solicitation is seeking a solution to conduct root cause analysis using structured and unstructured data for the T-45 Goshawk Physiological Episodes (PEs). Naval Air Systems Command (NAVAIR) has ongoing efforts to identify and address PEs involving T-45 aircrew. PEs occur when aircrew are physically impaired, experiencing decreased performance due to a variety of factors. The two broad PE categories currently being addressed relate to aircraft system malfunctions: where the aircraft cabin pressurization system is not operating as required, leading to decompression sickness (DCS); and where the breathing air supply system does not provide adequate air volume, oxygen concentration, or purity, leading to varying forms of hypoxia. Complicating the understanding of PEs caused by aircraft system malfunctions are human factors which can contribute to PE, such as fatigue, dehydration, diet, nutrition, anxiety, panic and hyperventilation. PE and aircraft system data resides in multiple repositories and formats with the added complexity of consisting of both structured and unstructured data. This safety issue has senior leadership visibility and requires all options be explored to support the necessary actions to address PEs and determine root cause. NAVAIR lacks the capability to utilize machine/cognitive learning to conduct associative analysis and modeling (rather than traditional, rules based linear data modeling) of disparate and incomplete data sets (both structured and unstructured). NAVAIR is also unable to conduct autonomous learning from said data sets in order to provide context and pattern based answers to freeform and unplanned questions as well as predictive modeling. NAVAIR is seeking a quick and robust solution that provides the following: 1. A commercial hardware and software solution that can be implemented at Naval Air Station Patuxent River (NAS PAX RIVER), Maryland. 2. A stand-alone solution that will not be connected to any Department of Defense (DoD), government, or commercial network or the internet. 3. Must be able to accept structured and unstructured data formats to include Oracle 12, Microsoft SQL Server 2008 and 2014, and other relational databases and file formats such as.DOC,.PDF,.XLS,.XML,.JPG,.PPT, etc. Total estimated amount of source data is 500 GB. Data source sizes and formats identified to date are: DatabaseEstimated SizeFormat 1100 GBXLSX 212 GBDMP 310 GBXLSX 4200 GBRDB 52 GBXLSX 61 GBXLSX 4. The hardware and software utilized must be able to operate in a DoD Research Development Test and Evaluation (RDT and E) information technology (IT) environment. IT space configuration is as follows: - Room Size: 33.5 W X 23.5 L - Power: Power Panels for 120/208V@60HZ and 277/480V @60HZ, 120 outlets every few feet - HVAC: Johnson Controls POMONA AIR, Model CW500-40N-10 - Floor: Elevated, ventilated tile 5. Hardware and software must include all licenses, equipment, training, and peripherals to implement the solution to include: - Servers - Laptops (as required) - Ethernet Switch - Rack with mount, base and mounting hardware - Rackmount LCD monitor/console - Power distribution - UPS - Ethernet cables 6. The contractor will be responsible for installation of items required in paragraph 5. 7. The proposed solution must be able to perform the following tasks: a.Ingest wide array of disparate and incomplete data, both structured and unstructured, in a variety of file formats provided from multiple data repositories. b.Autonomously develop associations within and between the data sources/sets, ideally with context and pattern recognition capability c.Utilize machine learning with the previously developed associations to identify and predict errors, conflicts, and/or inconsistencies in the ingested source data. d.Provide context and pattern based answers to freeform and/or unplanned queries, as well as predictive modeling capability. 8. The solution must be able to provide time reasonable responses to required queries. Time reasonableness may be evaluated based on examples provided by the contractor of similar instances, by comparison to time required to procure similar answers through existing methods (traditional data mining, etc.), or qualitatively based on similar programs and past experience. The contractor shall provide examples of the ability to perform items in paragraph 7. These examples should include the amounts of data analyzed on previous contracts, as well as the length of time that was required to perform the functions. 9. Solution should be scalable for future analysis projects with larger data sets up to two (2) terabytes and to potentially be connected to DoD, other networks, or the internet. 10. The contractor shall provide three months of on-site training, project management and engineering support necessary for the operation of the system at the NAS PAX RIVER, Maryland, to include travel. 11. The contractor shall provide hardware and software on-call support, with on-site support as needed, for the solution for one (1) year. The Provision at FAR 52.212-2, Evaluation- Commercial Items, does not apply to this acquisition, with the criteria listed below. Evaluation Criteria: The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible Offeror whose offer conforming to this notice will be the most advantageous, representing the best value to the Government. If multiple quotes are received, the Government will award on a lowest price technically acceptable basis to the Offeror meeting the specifications of this combined synopsis/solicitation. The failure of an Offeror to provide information sufficient to determine conformance with the combined synopsis/solicitation may result in the Offeror being ineligible for award. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition. Therefore, contractors shall submit a completed copy of this provision with their offer. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (DEVIATION 2013-O0019)(DEC 2016) applies to this acquisition. Commercial warranty and financing are applicable. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
