Description
SOURCES SOUGHT NOTICE The National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing a Multichannel current source for the testing of superconducting circuits as described in the draft specifications. The purpose of this notice is to identify organizations capable of providing the necessary item and meeting the minimum contractor qualifications. This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. After results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. NIST will use the results of this sources sought notice to determine whether to proceed on a sole source basis or competitively if it is determined that other vendors could potentially meet NIST's needs. This requirement is assigned a NAICS code of 334516 with a small business size standard of 1000 employees. Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies of their capability statement. Please limit responses to four (4) pages or less. Responses should include the following information: 1. Name of company that will provide product. 2. Name of company that will manufacture the product. 3. Spec sheets and examples of products that meet the specifications. 4. Typical lead time to deliver the product after receipt of order. 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research. Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than 11 a.m. MST Thursday, July 6, 2017. The capability statement shall identify the business status of the organization. Specifications NB687060-17-03975 Multichannel current source for superconducting circuits. Background: Our research at NIST is focused on developing and testing superconducting circuits for metrology applications as well as in support for external government institutions as part of the Test and Evaluation team within the larger C3 (Cryogenic Computing Complexity) program. A vital part of our setup used for testing of these types of circuits is the current source used to biased them. As the complexity of the circuits increase we require a larger number of current sources to bias the circuits. Most COTS solutions only include 1-4 channels., making it very difficult to bias some of the circuits that require many more bias channels. Minimum Specifications: • Low noise (<1mArms in a 1 MHz Bandwidth) • Range of at least 50 mA • Resolution of at least 50  • Complete galvanic isolation of channels. This means that each channel does NOT share a ground with any other one unless it is necessary. • Maximum Load current 4A • Output resistance >1M • Multichannel (>20 fully independent and floating channels). • Mute capability (mute current source to prevent any residual current flow) • Max Current of >50mA • USB controlled • Software based GUI • Channels can be ramped...i.e instead of going from 0 to 50mA in a sharp step...it will go up gradually. • Temperature interlock: if system under state warms up due to failure and gets out of the superconducting state, the current source will mute to prevent biasing a chip which has gone normal. • Readback of actual current on each channel. Delivery: 3 months ARO or sooner Testing and Acceptance: End user will inspect and test the merchandise upon delivery. The merchandise should perform per specifications.
