Description
FSA CPA 52 / NEPA Training in AgLearn Background: In 2011, the University of Wisconsin's Conservation Professional Training Program (CPTP/UWEX) designed a suite of in-person (classroom/field), online, and blended (online and in-person) training courses to support both NRCS partners and TSPs developing CRP plans. A total of 10 training courses were developed and deployed nationally, including a core online (and in-person) CRP planning course and eight additional "supplemental" training courses to build capacity and eliminate gaps in knowledge, skills and abilities. Supplemental courses included online offerings in RUSLE2, WEPS and Web Soil Survey/eFOTG, field courses in CRP plant identification and CRP and Forestry, and hybrid (online and field components in Developing Wildlife Habitat, NEPA/CPA-52 Environmental Evaluation and Mid-Contract Management. In 2016, CPTP began updating the NEPA/CPA-52 course for NRCS, expanding its content from a CRP focus to Conservation Planning (Cropland and Pastureland/rangeland focused scenarios) and constructing the course on USDA's AgLearn system, for both internal and external use. CPTP proposes developing a CPA-52 course to meet the specific training needs of FSA, updating the content of the existing course using CourseAvenue and deploying directly in AgLearn. This approach will provide the agency with full control of the course after deployment, allowing rapid internal updates as policies change. UWEX Deliverables: 1. Develop a CPA-52 training course based on the NRCS NEPA/CPA-52 course. a. Work directly with FSA-designated Subject Matter Experts (SMEs) to develop curriculum based on agency needs. b. Incorporate example(s) (scenarios) and feedback provided by FSA SME team to address agency-specific training needs related to the use of the CPA-52 form. c. Build the course in the AgLearn platform, using FSA-approved content development software (CourseAvenue). d. Develop a fully integrated evaluation component that documents both learners understanding of the process and procedure, and their ability to successfully complete the FSA CPA 52. e. Meet USDA Section 508 compliance requirements. 2. Ensure agency staff have full access and understanding of course file structure to be able to manage and maintain course content.
