Description
DRAFT Statement of Work (SOW) This Sources Sought Notice is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The Office of Acquisitions Management, Contracts and Grants (AMCG) at Thomas P. O'Neill Federal Building, on behalf the Department of Health and Human Services' (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR), intends to procure Program Management Support Services using 100% HUBZone small business set-aside or using small business set-aside procedures in accordance with FAR Part 19 or under full and open competitive procedures. If at least two qualified HUBZone small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages, the requirement will be solicited as a 100% set-aside for qualified HUBZone small business concerns. If two or more qualified HUBZone small business concerns are not found capable, this requirement will be solicited as a 100% set-aside for small business concerns in accordance with FAR Part 19. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. BACKGROUND General The Nation's coordinated approach to national health security is dynamic and involves synchronization and collaboration with a wide variety of stakeholders. To achieve enhanced national health security, increased systems thinking, coordination, and evidence-based decision-making among sectors, communities, and disciplines are essential. As stewards of public funding and trust and citizen well-being, the Government wishes to rigorously evaluate the outcomes of efforts related to national health security. In response to the dearth of historical evaluative information available to support planning and decision-making, three priority areas requiring concerted effort to improve evaluations and expand the evidence base have been identified-measures, evaluation and assessment tools and methods, and promising programs, policies and practices. Government Agency The Office of the Assistant Secretary for Preparedness and Response (ASPR) is a staff division of the Office of the Secretary of the U.S. Department of Health and Human Services (HHS). ASPR leads the Nation's efforts to prevent, prepare for, and respond to the adverse health effects of public health emergencies and disasters. ASPR focuses on preparedness planning and response; federal emergency medical operational capabilities; countermeasures research, advance development, and procurement; and grants to strengthen the capabilities of hospitals and health care systems for public health emergencies and medical disasters. ASPR also provides federal support, including medical professionals through ASPR's National Disaster Medical System (NDMS), to augment state and local capabilities during an incident. ASPR's Office of Policy and Planning, Division of Policy and Strategic Planning (OPP/DPSP) leads evaluation, strategy formulation, and implementation related to national health security including the quadrennial development of the National Health Security Strategy (NHSS), Implementation Plan (IP), and National Health Security Review (NHSR). DPSP manages the processes that support HHS, ASPR, the federal interagency, and non-United States Government (USG) strategic planning and management efforts for national health security and provide a common vision and coordinated approach for national health security. To achieve this, DPSP: A. Coordinates fulfillment of the NHSS provision in the Pandemic and All-Hazards Preparedness Act (PAHPA, Pub.L. 109-417); B. Leads integrated ASPR policy analyses on national health security issues in accordance with the NHSS; C. Leads ASPR strategic planning and management processes; D. Facilitates implementation and evaluates progress towards achieving national health security; E. Develops and maintains liaison relationships with HHS, federal interagency, and non-USG partner and stakeholder organizations (e.g., non-governmental organizations, private sector, community based organizations, professional associations, etc.); and F. Ensures consistent approaches to national health security among national, Federal, Departmental, ASPR and non-USG stakeholders. Industry Submission Information Only small businesses are to submit capability packages. Interested small business concerns that are qualified as a HUBZone, or small business concern in NAICS code (541990: All Other Professional, Scientific and Professional Services), with a size standard of $15 Million are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the Statement of Work (SOW). Capability packages must not exceed 3 pages and must be submitted electronically. All contractor questions must be submitted no later than 5:00PM EST on 18 May 2017. Interested vendors should provide a narrative description of the their experience and capabilities in providing staffing support to a federal, public health preparedness and emergency response organization in the following areas: • Writing Support • Graphic Design Support and Production Services for a Professionally Designed Product(s) • Engagement Materials Development NOTE: Areas or tasks where a contractor does not have prior experience should be annotated as such.
