Notice of Intent to Sole Source: VA701-17-N-0185 Cognitive Processing Therapy (CPT) for Posttraumatic Stress Disorder (PTSD) eBook License Introduction: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to Guilford Publications (DBA Guilford Press) for access and site license to the Cognitive Processing Therapy (CPT) for Posttraumatic Stress Disorder (PTSD) eBook. Justification: The VHA has identified the CPT PTSD eBook, written by the developers of CPT, as an authoritative resource that provides theoretical and empirical underpinnings of CPT, while discussing how to adapt the approach for specific populations, such as combat veterans, sexual assault survivors, and culturally diverse clients. This resource also provides various guidelines, extensive sample dialogues and reproducible client handouts. VHA s goal is to insure uniform availability of a high quality, industry best practices resource for methods of providing PTSD patient care and treatment for veterans. At this time, there is no solicitation. If your company feels it can provide the requirements of the online subscription, please review the requirements below and provide a capability statement. Background: Cognitive Processing Therapy (CPT) is an evidence-based psychotherapy for PTSD that helps Veterans decrease distress about their trauma. CPT has been shown to be one of the most effective treatments for PTSD. CPT is one specific type of cognitive behavioral therapy offered by the VA. It is a 12-session psychotherapy for PTSD. CPT teaches Veterans how to evaluate and change upsetting thoughts since trauma. By changing the Veterans thoughts, Veterans can change how they feel. Trauma can change the way Veterans think about themselves and the world. For examples, Veterans may believe they are to blame for what happened or that the world is a dangerous place. These kinds of thoughts keep Veterans stuck in their PTSD and cause them to miss out on things they used to enjoy. CPT teaches Veterans a new way to handle these upsetting thoughts. In CPT, Veterans will learn skills that can help them decide whether there are more helpful ways to think about their trauma. Veterans will learn how to examine whether the facts support their thoughts or do not support their thoughts. Ultimately, Veterans can decide if it makes sense to take a new perspective. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) requires an existing commercial off the shelf (COTS) based, Cognitive Processing Therapy (CPT) Posttraumatic Stress Disorder (PTSD) eBook product that will be made available throughout the VHA healthcare system. Requirements: Performance Period: One time purchase of rights to online access and license for use (to print and post internally) for a ten (10) year period. Objectives To provide access to the CPT resource in support of PTSD veteran patient care activities of VHA. 2.0 Information Quality Session-by-session guidelines for implementation, complete with extensive sample dialogues and reproducible client handouts Authors are developers of CPT treatments and well recognized experts in their field Explains theoretical and empirical underpinnings of CPT and discusses how to adapt the approach for specific populations, such as combat veterans, sexual assault survivors, and culturally diverse clients Information is authoritative and relevant, deriving from years of evidence-based clinical studies and research 3.0 Usability a. Navigation within the system is logical and is easy to use. b. The product has user friendly help and direction aids. 4.0 Access, content, support Product is 508 compliant (http://www.section508.gov/). If product is not 508 compliant, the contractor shall describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. Or, if product is not 508 compliant, the contractor shall describe why no work is being done to make it 508 compliant. The product is compatible with Internet Explorer and with most other standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. The product is compatible with the Windows environment. The product shall be provided on all sites of the VHA network with access to a web-based portal of CPT for PTSD. The product shall be issued with a ten (10) year site license to the VA granting up to a maximum of 25,000 users VA wide permission to download and print CPT for PTSD and the handouts through the VA s internal website. The contractor shall provide the encapsulated/electronic portable document format (EPDF) file for the complete CPT for PTSD resource and a separate portable document format (PDF) file of the handouts to download and print for use with clients. The contractor shall provide up to a maximum of 25,000 simultaneous users with immediate access from any web-enabled computer within VHA. It is required that all authorized remote users with VPN access have access to the product. All site content and support of the web site is the responsibility of the contractor. This includes tech support to VHA users nationwide. The system is accessible 24 hours per day, 7 days a week. System downtime is minimal and VA project manager is notified when such occurs. Information is easily printed. The system provides the ability to create personal accounts. The product s licensing agreement permits free use for educational purposes of all pictures and graphics. A single point of contact for customer service issues is assigned to VA. Questions are responded to within two business day. Usage statistics are available to the system administrator on an enterprise level. The product is accessible via a variety of personal mobile devices including Apple and Android devices. Graphics, pictures, and/or images that are searchable are highly desirable. Training services are offered. On an as requested basis, training session (web-based or live) shall be set up to train VHA staff on use of the product. Specialized training sessions may be requested for VA library staff. Usage statistics at an IP level are available. The ability for authorized users to share provided content including clinical reference library content with other authorized VA users, including emailing among VA colleagues. Submittal Information: As stated above, this is an Intent to Sole Source. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before July 10, 2017 to both Roberto De Jesus via email at Roberto.Dejesus2@va.gov and Anthony Wilson at Anthony.Wilson3@va.gov. All responses must include the following information: Company name, Cage code, CCR number, Dun & Bradstreet number, Company address, Point of contact name, Phone number, Fax number, GSA contract (if applicable) and email.
