- Page 1 of 2 CONTINUATION OF PRE-SOLICITATION NOTICE: Project No. 526-13-104; Replace/Improve Parking Lot Lights, Phase II at the James J Peters VA Medical Center, Bronx, New York. REPLACE / IMPROVE PARKING LOT LIGHTS, PHASE II SCOPE OF WORK Contractor to provide labor, material and supervision to replace the existing parking lot lighting system at parking lot B, bound by Main entrance road to the north, Building 100 to the west, Nursing Home Building to the south 100 and the roadway lighting to leading to the entrance at Sedgwick Ave, and as shown in the contract documents. Besides new light poles with new fixtures and new underground electrical and communication duct banks, the project also includes new security camera system and emergency call system, with associated conduits and wiring, and information signage improvement, particularly for handicap parking. Lighting controls include time clock, motion sensor and light dimming. The work will also include the interfacing with the existing Facility s building management system and assist VA for energy rebates with utility companies. In addition, the project also includes refurbishing existing front entrance canopy, replacing existing metal fascia pieces, canopy cladding, existing metal canopy ceiling tiles, associated trim, accessories, roofing and canopy lighting fixtures, circuits and controls. Contractor shall assist owner to apply for rebate/incentives from agencies, including Con Edison, New York State Energy Research and Development Authority (NYSERDA), for installation of energy saving and efficient equipment/systems. Since the project site is an active facility, project has to be phased as shown in contract document and approval by VA to minimize impacts to ongoing activities. Contractor shall coordinate phasing with VA police via COR. Notable skill trades: Power and Communication Line and Related Structures Construction. NAICS: 237130. All proper infection control and life safety measure will be provided and coordinated with Infection Control and Safety Officer. Contractor must ensure that work site is left safe for pedestrians and vehicles at the end of each work day, and also provide temporary safety measures including temporary lighting and steel plates for affected areas and roadways. Estimated Completion Time: 520 Calendar Days from receipt of NTP. Award will depend on availability of funds at time of award. This procurement is a 100% set-aside for a Service-Disabled Veteran-Owned Small Business (SDVOSB). Prospective contractors must be registered and certified in the Center for Veterans Enterprise (CVE) VetBiz Registry database prior to submitting a bid: http://www.vip.vetbiz.gov Prospective contractors must be registered and current in the System for Award Management (SAM) database prior to contract award: https://www.sam.gov/portal/public/SAM/ Bids will only be accepted from SDVOSBs that are determined to be responsible and responsive contractors. Prospective contractors must be approved under NAICS Code 237130, Size Standard of $36.5 Million. The NAICS Code selected has been approved as the most appropriate for the project related tasks and SOW. This NAICS Code will not be subject for discussion or change. The cost range for this project is between $2,000,000 and $5,000,000. A bid bond will be required, and performance and payment bonds will be required upon award of contract. The solicitation will be released on or around July 28, 2017. The bid submittal address, date and time will be included in the solicitation. Specifications and plans will be available for download from the FedBizOpps website at https://www.fbo.gov Amendments to this solicitation will be posted on the FedBizOpps website as well. Bidders are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time of bid opening.
