Description
The Centers for Disease Control and Prevention, National Centers for Environmental Health, Division of Laboratory Sciences (DLS) intends to award a sole source firm-fixed price contract, to procure a Thermo Fisher Q Exactive Plus Mass Spectrometry (MS) System with a Transcend II LC System to Thermo Electron North America LLC 5225 Verona Road, Madison WI 53711. The system will replace an aging and failing Thermo Fisher MS system in the CDC newborn screening laboratory. The new system is capable of performing high-resolution accurate mass (HRAM) measurements using an orbitrap analyzer. The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing with size standard of 1,000 employees. This sole source acquisition is required because theThermo Fisher Q Exactive Plus Mass Spectrometry (MS) System with a Transcend II LC System is the only known instrument that is capable of distinguishing between multiple amino acids and acylcarnities relevant to newborn screening in a clinical setting. Further, this instrument is the only known HRAM capable instrument that does not require daily calibration. This type of spectrometry will allow for discovery of new biomarkers of inherited metabolic disorders in newborns and will also help the CDC newborn screening laboratory measure different amino acids and acylcarnities that are not currently distinguishable with existing equipment. No solicitation will be posted to FedBizOpps. This notice of intent is not a request for quote. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
