THIS IS SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES. THIS IS NOT A REQUEST FOR PROPOSAL OR A REQUEST FOR QUOTATIONS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. THIS IS A SOURCES SOUGHT ANNOUNCEMENT for sources interested in a Heating Ventilation and Air Conditioning (HVAC) Construction Contract. The requirement is located at Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899. Solicitation Title : HVAC Repairs in Multiple Buildings Across NIST Gaithersburg Campus NAICS Code: 238220 Construction Magnitude: $10M to $15M NIST is seeking a capable mechanical construction contractor to provide the services noted above on the NIST Gaithersburg, MD Campus. This is a Sources Sought ONLY not a Request for Proposals (RFP). The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on the capability statement's received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUB Zone, and VOSB and SDVOSB) are encouraged to respond to this notice. NIST is seeking a mechanical construction contractor with the following capability and experience within their respective disciplines as listed below: 1. Modifications to existing or new mechanical HVAC infrastructure in administrative buildings and/or laboratory facilities. 2. The types of work that are required (but are not limited to) of the contractor are as follows: • Replacement of Air Handling Units • Replacement of Exhaust Fans • Replacement of pneumatic controls with native BACNET Direct Digital Controls (DDC). Current systems are Siemens, Alerton, and Andover DDC Control Systems • Replacement of humidifier bars within Air Handling Units • Replacement of control valves and actuators • Steam fitting • Perform air and water balance of systems. General Notes: • Contract actions will be performed in and around occupied areas performing scientific/research experiments where vibration, noise, outages of utilities, and disturbances to the physical environment may hinder the ability of the Government to perform required activities. All activities must be planned, scheduled and posted for a minimum of two weeks, unless prior authorization is given by the contracting officer, prior to the activity beginning. Certain activities may have to be performed outside of normal business hours. In this event, overtime rates would be applicable. General Notes: • All work must be performed in accordance with industry, NIST, ASME B31.1, and OSHA standards, SMACNA, ASHRAE, and NEBB Standards All Lock out/tag out procedures must be followed at all times. All workers must have the appropriate personal protective equipment (PPE). Specific Contractor Experience criteria being sought: 1. The contractor shall indicate the firm has individual bonding capacity of at least $15M. 2. The contractor shall have multiple mechanical air handling replacement experience in the last 48 months with contracts with a value in the range of $750K -$1M (or higher) each with the following: • Complete replacement of multiple air handler unit in an occupied building (at least two air handler units) • The air handler unit shall be at least 15,000 CFM • The air handler unit shall be at least 30 tons (cooling capacity) a) List the dates of the completed air handler replacements for the two contracts b) List the number of air handlers replaced in each contract c) List if the facility(s) was occupied or not during the replacement for the two contracts d) List the CFM for each air handler units e) List the cooling tons for each air handler unit f) List the name of the customer (not a general contractor) for the two projects 3. The contractor shall have general purpose laboratory or hospital renovation (mechanical) experience in the last 48 months with projects with a project scope in the range of $500k -$750K (or higher) each. Laboratory/hospital experience shall be in a Federal, State, or commercial facility that is occupied. High school laboratories shall not be considered. Doctor's offices that are not within a hospital shall not be considered. g) List the date of the completed construction for each contract h) List the mechanical work completed for each contract i) List the type of laboratory (Federal, State or commercial laboratory) or list the hospital name for each contract j) Identify if the building was occupied or not for each contract k) List the name of the customer (not a general contractor) Interested, capable construction service contractor (parties) shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: (a) Technical discussion of Contractor experience with items #1, #2 and #3 in addition to "a" through "k" (b) Name of Company-include a contact person's name, telephone number, and email address; (c) Company Address; (d) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other; (e) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (f) Identify and clearly mark any proprietary processes or data.
