- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All responsible source may submit a quote which shall be considered by the agency. This action is number G17PS00678. This notice and any resulting contract conforms to the requirements in place through Federal Acquisition Circular 2005-95, effective 19 Jan 2017. This acquisition is set aside for 100% small business participation. The applicable North American Industry Classification System (NAICS) code is 334519, Other Measuring and Controlling Device Manufacturing, and the associated size standard is 500 Employees. The Government anticipates award of a commercial. Frim Fixed Price type, Purchase Order, using the procedures for FAR 13.5 Simplified Procedures for Certain Commercial Items and the procedures of FAR Part 12, entitled, Acquisition of Commercial Items. The U.S. Geological Survey (USGS), Pacific Coastal & Marine Science Center, Santa Cruz, CA, requires a Sub-Bottom Profiling System with Magnetometer Interface and Deck Cables that includes, but is not limited to, the following equipment capabilities: * Ability to collect quality data when towed at depths from 3 to 2000 meters * Deployable from a variety of platforms, from small boats to large research vessels * Analog to digital conversion and trace match filtering applied by electronics contained on tow fish (i.e., digital signal transmission from tow fish to topside computers/data loggers). * Calibrated pressure sensor that can provide tow fish depth during acquisition * Fully functional acquisition software with advanced real-time QA/QC, troubleshooting, record play back, and multiple options for seismic data format (e.g., SEG Y, JSF, or XTF). Software must pair with GPS navigation and record salient survey parameters in data headers (e.g., gps location, tow fish depth, chirp pulse, shot number). * Ability for simple add-on side scan sonar and magnetometer capabilities to the tow fish. To be considered for award, all interested parties must be registered in the System of Award Management database at www.sam.gov, and enrolled in the Internet Payment Platform (IIP) at www.ipp.gov. Proposals shall only be accepted through electronic mail addressed to nlushenko@usgs.gov. All questions pertaining to this solicitation must be submitted to the Contracting Officer by 1700 ET on July 10, 2017. All proposal documents required by this solicitation must be uploaded and received in their entirety no later than July 19, 2017 at 1700 ET. Proposals submitted by hardcopy or the Fed Connect web portal or Fed Connect Message Center shall not be accepted or considered.
