- Folsom Dam Area of Influence Law Enforcement Services Draft Sample Information Law Enforcement Services R17PS01156 - Sources Sought - Folsom Dam Complex This is a Sources Sought for businesses or agencies capable of performing law enforcement services for the Folsom Dam Complex, Folsom, California 95630. This notice is being issued to help determine the availability of qualified businesses, agencies or departments capable of meeting the Government's requirement and to determine the method of acquisition, including whether a small business set-aside is possible. The services required are for a contractor to provide Law Enforcement services to enhance the protection of one dam sites and or associated critical assets owned by the Bureau of Reclamation (Reclamation). The Government (Reclamation) intends to request proposals from local law enforcement agencies to meet defined Reclamation protection capabilities to protect critical water and power infrastructure and associated assets/personnel. Such solutions normally consist of professional, highly-trained, capable, and qualified/skilled individuals who operate in a performance based environment providing law enforcement services on a 24/7/365 basis to augment existing security operations, electronic and physical security systems or associated components and services. The priority mission is to provide highly visible law enforcement patrols within the Folsom Dam Area of Influence (see attachment). Other missions involve possible augmentation of the assigned dam security response force in duties such as traffic control, vehicle screening. This augmentation is not predicted to require additional resources or personnel outside of the defined basic needs, but would be contingency based or negotiated with the Government. Contracted Law Enforcement Officers (Officers) may also be referred to as employees, contractors, and law enforcement personnel. The Contractor shall follow state, and/or local licensing requirements for full California Peace Officers Standards and Training (POST) certification. An additional information sheet is attached to this notice. The information is sample material from a Performance Work Statement (PWS) that is currently being finalized. This is the only information Reclamation has available at this time. The PWS is currently being finalized and will be included with the solicitation when it is issued. It is anticipated the solicitation will be issued approximately the end of July 2017. It is Reclamation's intent to issue two separate Sources Sought notices for security services at Folsom Dam. This notice, R17PS01156, is for Law Enforcement Services. The second notice, R17PS01157, will be for Security Guard Services. Both notices will be posted to Federal Business Opportunities (fbo.gov) on the same day. The North American Industry Classification System (NAICS) code for this requirement is 561612 ‘Security Guard and Patrol Services' with an associated size associated size standard of $20.5M. This notice is not a solicitation, it is request for input from potential sources. This notice is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals and the Government will not be responsible for any costs incurred by the respondents to this notice. This notice is for research and information purposes only. No award will be made as a result of this notice. Businesses, agencies, or departments with the capability to perform the requirement under the applicable NAICS code are encouraged to submit a response to this notice. The information requested is: 1. Company name, address, DUNS number, point of contact name and email address 2. Business size and small business size classification if applicable (e.g. 8(a), HubZone, Veteran Owned, Woman Owned, etc.) 3. Information that would demonstrate that your business has the capability and resources to meet the specifications of the requirement as described in the attached Draft Information. 4. Your opinion as to whether a NAICS code other than 561612 is appropriate for this requirement, and 5. Your intent to submit a quote if a solicitation is issued.
