Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. Offers are being requested and a written solicitation will not be issued. The contract resulting from this procurement will be a firm fixed price contract. The solicitation SP0600-17-Q-0347 is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP), Part 13, specifically subpart 13.5 Simplified procedures for Certain Commercial items. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87 dated 16 March 2016. DPAS rating for potential award is DO. The clauses and provisions referenced in this solicitation may be reviewed/obtained in full text form at http://farsite.hill.af.mil/vffara.htm. Schedule Petroleum Laboratory, DLA Europe & Africa, Kaiserslautern Germany CLIN 0001 Nomenclature: Gas Chromatography-Mass Spectrometry (GC/MS) Unit of Issue: EA GOGO Laboratory Support Service Quantity: 0001 Description: The system shall be capable of detecting/analyzing petroleum, fuel and lube products including but not limited to Gasoline, Jet Fuels, Diesel and other renewable hydrocarbon and non-hydrocarbon fuels and lube products. The system shall consist of a GC system with Mass Spectrometry (a single quadrupole mass analyzer). The system shall include all the necessary support devises including ion source, performance pump, computer system, software, a tool kit. The system shall include a proper column to be used for hydrocarbon and petroleum products. The system shall include an auto sample injection system. The system shall include a latest version of NIST Mass Spectral Library. The system shall include a one-year consumable kit. The system shall include at least one year warranty and initial on-site installation/demonstration, and the warranty/installation/demonstration shall be supportive in Germany. This is a brand name or equal requirement (Reference FAR 52.211-6) Reference MFG: Agilent Technologies; Model: 5977B GC/MS with Intuvo 9000 GC CLIN 0002 Nomenclature: Inductively Coupled Plasma-Atomic Emission Spectrometry (ICP-AES) GOGO Laboratory Support Service Unit of Issue: EA Quantity: 0001 Description: The system shall be capable of determining a wide variety of elements in hydrocarbon and petroleum products. The detection limit of Fe, Co, Cu, Zn, Ni shall be less than 1 ppb. Others shall be in the 1-100ppb range. The system shall include all of the necessary support devices including Ar/N gas regulator, volatile organic touch, pump, cooling water circulator, computer system, software, a tool kit, etc. The system shall include an automatic sampler. The system shall include an automatic internal standard addition kit with ICP multi-element standards. The system shall include a one-year consumable kit. The system shall include, at least, a one-year warranty and initial on-site installation/ demonstration. The warranty/installation/ demonstration shall be supportive in Germany. This is a brand name or equal requirement (Reference FAR 52.211-6) Reference MFG: Shimadzu; Model: ICPE9820 with AS-10 auto sampler CLIN 0003 Nomenclature: Fourier Transform Infrared Spectroscopy ( FTIR ) Unit of Issue: EA GOGO Laboratory Support Service Quantity: 0001 Description: The system shall consist of FTIR with an Infrared Microscope. The FTIR system shall have the high sensitivity level (S/N ratio of 60,000:1), high resolution (0.25 cm-1), and fast measurement speed. The FTIR system shall include Attenuated Total Reflection (ATR) accessory to measure the spectrum of a liquid. The Infrared Microscope shall include Attenuated Total Reflection (ATR) Objective option. The system shall include libraries of spectra for reagents, agrichemicals, polymers, and inorganic compounds, etc. The system shall include all of the necessary support devices including computer system, software, and a tool kit. The system shall include a one-year consumable kit. The system shall include at, least, a one-year warranty and initial on-site installation/ demonstration. The warranty/installation/ demonstration shall be supportive in Germany. This is a brand name or equal requirement (Reference FAR 52.211-6) Reference MFG: Shimadzu; Model: IRTracer-100 with AIM9000 with Ge ATR Objective CLIN 0004 Nomenclature: X-Ray Fluorescence Spectrometer (XRF) Unit of Issue: EA Quantity: 0001 GOGO Laboratory Support Service Description: The system shall be capable of determining a wide variety of elements from Na to U in solid and liquid samples. The detection limits of the system shall be 100ppm for Na and Mg and 10ppm or less for other elements. The system shall include the purge unit and Turret unit. The system shall include all of the necessary support devices including computer system, software and a tool kit. The system shall include a one-year consumable kit. The system shall include, at least, a one-year warranty and initial on-site installation/demonstration. The warranty/installation/training shall be supportive in Germany.
