- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Thermo Fisher Scientific, Affymetrix Microarray Business Unit, 3450 Central Expressway, Santa Clara, CA 95051, for the purchase of a GeneArion Microarray Processor. Item No. Description Qty. 0001 Catalog No. 00-0439: GeneArion Processor 1 Ea. Includes Computer monitor, workstation with GeneArion System Software. The GeneArion Microarray Processor is a patented, highly sensitive, microarray handling robot that provides eliminates all manual steps in the Affymetrix microarray workflow (denaturation, load, hyb, wash and stain steps). The result is dramatically reduced hands on time without sacrificing data quality and reproducibility. The GeneArion Microarray Processor will allow NIEHS to process a larger number of samples and bundle the information for transfer to our Laboratory Information Management System (LIMS). This is the only instrument that will integrate with the currrent Affymetrix microarray scanner. This seamless pipeline is necessary to provide the high-throughput analyses that are critical to completing sample quality assessment in a timely and cost-efficient manner. This instrument will enable the Molecular Genomics Core (MGC) to operate at optimal levels and generate data comparable to what has been historically produced. The applicable North American Industry Classification System (NAICS) code for this acquisition is 334516 "Analytical Laboratory Instrument Manufacturing and a size standard of 1000. NIEHS will solicit and negotiate directly with Thermo Fisher Scientific and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to shields3@niehs.nih.gov within eight (8) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within eight (8) days, an award will be made to Thermo Fisher Scientific.
