- Value Management Training Request for Information This Request for Information (RFI) is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI or in the responses provided by interested parties. Your response to this RFI will be treated only as market research information for the Government to consider. You will not be entitled to payment for direct or indirect costs that are incurred in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and PWS. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The Department of Veterans Affairs Office of Information and Technology (OI&T) Executive Program Management Office (EPMO) has a potential requirement for the development of curriculum involving Value Management principles and its application to Government programs. It is intended that the Contractor shall work with designated stakeholder groups to review and develop stakeholder Value Management training needs, as well as develop stakeholder training plans using industry best practices. The contractor would provide a Training Needs Assessment Report that summarizes the Value Management training needs of EPMO key stakeholder groups, to include but not limited to Account Management Office (AMO), Business Partners, and Demand Management. It is critical that the Contractor demonstrate knowledge and first-hand experience for more than two (2) years with Value Management concepts, including the application of the Value Realization Framework, Value Roadmap, Value Metrics, Value Assessments, Monitoring and Reporting Plan, and Value Stories developed for Government products or initiatives. This expertise and track records is needed to kickoff and execute all requirements within the targeted six-month timeframe. The anticipated Period of Performance for this effort is a 6-month base period, with one subsequent 6-month option. Response Instruction: It is requested that all companies interested in participating in this effort please note their interest and provide indication of their respective capabilities to perform the effort described above. Please provide a statement of capabilities that includes a description of the capabilities/qualifications/skills your company possesses to perform this work. Furthermore, in the event that a curriculum is already developed for this subject, then please include a link to the overview and a syllabus. It is requested that interested contractors submit a response (electronic submission) of no more than 20 pages in length, single spaced, 12 point font minimum that addresses the above information.
