- Document Attachment This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This competitive acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items. The solicitation number is 2017-Q-66744 and the solicitation is issued as a Request for Quotations (RFQ). Additional information regarding this RFQ may be obtained from the attached documents to this combined synopsis/solicitation. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, dated January 19, 2017. The resultant contract will include all applicable provisions and clauses in effect through this date. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items, if used, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and ability to meet technical requirements considered. All offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516, with a size standard in number of employees: 1,000. SET-ASIDE STATUS This acquisition is 100% set aside for small businesses. ACQUISITION AUTHORITY This acquisition is for a commercial item or service and is conducted under the authority of Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquistion of Commercial Items, and is expected not to exceed the simplified acquisition threshold. DESCRIPTION The purpose of this procurement is to purchase a Zephyr G3 SPE Workstation in order to accommodate increasing analyses demands and to ensure continuity of operations. The Zephyr SPE Workstation is the only product that can meet our compatibility and continuity requirements. At present, the program has two (2) Zephyr SPE Workstations that are used to perform nutritional biomarker analyses in full compliance with DLS Policies and Procedures and the Clinical Laboratory Improvement Amendments (CLIA). The Zephyr SPE Workstation has undergone extensive testing and validation in order to be incorporated into our methods and is identified by name in our required CLIA documentation. The procurement of a new Zephyr SPE Workstation exactly matches the configuration and the performance of the Zephyr SPE is the only means by which method performance can be guaranteed from both a continuity and compatability standpoint. Substition with a different, untested product poses a significant risk of altering method performance and may result in non-compliance with DLS Policies and Procedures.
