Description
Statement of Work (SOW) This is a Sources Sought Synopsis; there is no solicitation available at this time. Requests for solicitation will receive no response. This Sources Sought Synopsis is published for market research purposes only. This Sources Sought Synopsis is conducted to identify potential sources capable of meeting the requirements for providing ALR-69A RWR Improvement Analysis for the USAF. Please review this Sources Sought Synopsis and the attached Statement of Work (SOW). The requirement summation: "ESEA shall perform an ALR-69A Improvement Analysis effort, in which it identifies the generic hardware and software upgrades needed along with any non-ID related performance impacts to the current ALR-69A to measure and implement each of the potential ID parameters from 11 to 18. For each of these additional ID parameters, ESEA shall model and provide a predicted ID improvement that is achievable. ESEA shall also assess and group into sets the additional ID parameters that would require the same hardware updates, have similar non-ID performance impacts, and only require unique software upgrades. For example, if the additional ID parameters 12, 14 and 17 require the same hardware upgrade, and require the same type of extended data collections and associated system Probability of Intercept (POI) impacts on other emitters in the environment, we would recommend grouping this set of ID parameters and evaluating the ID performance improvement of the set containing ID 12, 14 and 17 together as an AA test case. The results of this extended AA shall be documented in a final report and presented to the USAF in a TIM." Interested contractors may submit a 1-8 page capability statement document. The capability statement should be brief and concise, but clearly demonstrate an ability to meet the stated requirements. Your statement of capabilities should include the following: Company Name; Address; Point of Contact; Telephone number; E-Mail Address; CAGE Code; Web Page URL; and Small business size certification if applicable. Please submit one (1) electronic copy of your response to adam.wentworth@us.af.mil. Statements should be submitted no later than 12 July 2017 at 11:59 PM E.T. The Government will endeavor to answer any questions interested parties may have. All questions must be submitted in writing to adam.wentworth@us.af.mil. The Government will neither award a contract solely on the basis of this synopsis nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This Synopsis does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.
