- This synopsis is a notice of the agency's intent to award a bridge action, on a sole-source basis, under FAR Part 6.302-1(a)(2)(ii)(B) to Research Innovations Incorporated for the continued provision of specialized services in support to the Canadian Forces Warfare Center (CFWC) under Foreign Military Sales (FMS) Case CN-B-HAB. The contractor will provide services for a bridge period of 6 months while a competitive, small business set-aside acquisition strategy is executed. The Government will consider any bids, proposals, quotations or capability statements received as a result of this notice. The CFWC is a key capability innovator that is leading and enabling the development and generation of a more integrated, relevant, interoperable and agile Canadian Force (CF). Its mission is to enable CF joint and integrated force development through conceiving, designing and supporting the development and delivery of joint and coalition capabilities to enhance CF operational effectiveness and readiness. CFWC is the leader Joint Doctrine Training and Experimentation for CF. Operational Concept Development and Integrated C4ISR System Design Provide CFWC with systems engineering and operational subject matter expertise for the development and documentation of concept of operations for various exercises and experiments, design of integrated C4ISR and simulation environments for exercise and experimentation, identification of capability gaps to meet the experiment objectives and identification / development of solutions to fill identified gaps especially those associated with joint fires and targeting. C4ISR System and Virtual Environment Integration and Execution of Experiment Events Provide the integration services and interface of US and other coalition C4ISR systems, geomatics systems and experimentation facilities to enhance the CFWC coalition experimentation environment. This includes the integration of software applications, network architectures and underlying infrastructure of the various facilities to conduct Joint and Coalition exercise and experimentation activities. This also includes supporting the execution of exercise and experimentation events by providing subject matter expertise in the constituent system components, providing day to day technical and operational needs, and providing data collection and after action review activities. Analysis and Optimization of Experimentation Infrastructure Perform analysis of the current CFWC experimentation infrastructure capabilities and the objective capabilities required to optimize the CFWC provision of experimentation services to Canadian and coalition customers. Provide analysis of future exercise and experimentation system architectures which enable exercises and experiments leveraging current operational networks. Training Provide training on US geomatics, C4ISR, and targeting applications used in support of activities of the Department of National Defence and the CF. Develop and provide a copy of all training course material, manuals, and laboratory tutorials/exercise. CFWC Maintenance and Support Performing maintenance and general support requires detailed knowledge of the C4ISR, M&S, Networks, Data Collection and Enterprise architectures that make up the Joint Battle Lab. Scientific and Management Support Best practices for managing experimentation; Approaches to present the results of work performed and the capabilities at CFWC; Technical feasibility and approach for exercises and experiments being considered by CFWC; Assessment of applicability of standards to support the goals of the CFWC.
