Statement of Work FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66- Instruments and Laboratory Equipment SUBJECT: Purchase of a Temperature Controller for ADE Vibrating Sample Magnetometer SOLICITATION NUMBER: SB1341-17-RQ-0661 RESPONSE DATE: 10 days after posting DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with MicroSense, LLC located at 70 Industrial Avenue East, Lowell, MA 01852-5110 to purchase a temperature controller for NIST's ADE Vibrating Sample Magnetometer. The sole source justification is based on the following: The National Institute for Standards and Technology's (NIST) Materials Science and Engineering Division (MSED) is involved in the development of measurement methodologies for magnetic materials under an applied magnetic field and temperature, with the aim to characterize magnetically these materials. This work requires the control of the sample temperature from 77K to 1000K. This required temperature controller for ADE Vibrating Sample Magnetometer with Rotating Electromagnet will be used in measuring the vector magnetization of samples as a function of applied magnetic field and temperature. ADE, Inc., now MicroSense LLC, designed and manufactured our original Vibrating Sample Magnetometer (VSM), including the rotating electromagnet, electronics for the power supply and temperature controller, and the software. Since all of the electronics and the software were designed in-house at MicroSense, the design has been patented. Furthermore, MicroSense currently manufacturers the only VSM with a rotating magnet for vector magnetometry. Since (1) the temperature controller for the rotating magnet is an integral part of the electronics; (2) they were designed specifically for this instrument to optimize temperature control with the software; and (3) they are optimized for speed and compatibility with the other electronics, it is not possible to simply substitute another temperature controller into the system. Therefore, no other company has the knowledge or ability to replace the temperature controller for this system. The detailed specifications are provided in the attached Statement of Work. Market research has shown that MicroSense, LLC is the sole company who can provide this equipment to NIST. Given these facts, MicroSense, LLC is the only source reasonably available to provide the required equipment. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST 07/03/2017, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
