- The following questions were captured during the execution of the Future Missile Industry Day (Solicitation Number: W31P4Q-17-R-0097). The Program Executive Office, Missiles & Space, Lower Tier Project Office has provided the answers. Additionally, questions were captured which were Unclassified, but caveated For Official Use Only (FOUO). Interested parties may request Unclassified//FOUO content by contacting the Contracting Office Primary Point of Contact and the Technical Point of Contact. One-on-One meetings to discuss information relevant to the Future Missile Industry Day may be requested by contacting the Contracting Office Primary Point of Contact and the Technical Point of Contact. 1. Recently the CG of ACC and the Executive Director of ACC-R stated that industry could discuss a program with Government Program Personnel until a Draft RFP was released. Why is LTPO directing industry to go through ACC-R for all questions when the potential program is in market research and 13 years out from a draft RFP? In order to avoid creating an unfair advantage, all information that the Government releases on this procurement will be disseminated through FBO. As stated above, industry is invited to schedule one-on-one meetings with the Government to discuss the acquisition. 2. How would you like industry to engage and provide input and feedback? Provide clarification of future conversation mechanisms (i.e. Unsolicited papers, capability, etc). The Industry Day RFI was an event to initiate preliminary market research. As the Government gains clarity in the capabilities and technologies available, additional RFI's may be released to Industry. RFI's will be the primary means of communication from the Government to Industry. Communication from Industry to the Government may occur through activities unsolicited by the Government. Examples of unsolicited communication include, but are not limited to submission of capability statements, white papers describing innovative and developing technologies, or material provided for Other Government Agency (OGA) action. As well, consistent with Defense Technical Information Center approaches, Industry may provide Technical Interchanges to inform Government partners of applicable industry Internal Research and Development (IR&D). Furthermore, industry is invited to schedule one-on-one meetings with the Government to discuss the acquisition. All NIPR electronic communication should include the Contracting Officer, Contracting Specialist, and Technical POC. Electronically communicated classified questions may be submitted via the Technical POC SIPR address. Properly redacted questions will be shared with the Contracting Officer/Contracting Specialists. 3. How do we coordinate receipt of the Industry Day Government presentation? Will you be sending details how that can be obtained? I also would like to get a copy of the 2013 CDD as well and/or a draft of the next version. As presented in the LTPO Industry Day brief, the Government presentation will not be provided. A request for the current Patriot Capability Development Document - Increment 3 may be made to facilitate understanding of potential initial capabilities. It should be noted, the CDD Increment 3 document is not the Initial Capabilities Document for a future interceptor, but represents a starting point for capability development. In order to receive classified information, Industry must have a Defense Security Service (DSS) approved facility for storing and processing classified information. Request for the classified information must include: Company Name, Company and Government Entity (CAGE) code, classified mailing address, Facility Security Officer and Point of Contact requesting classified information. Validation by the LTPO Security Office of the requestor's security accreditation and eligibility to receive the classified document is required prior to sending classified information. Requests should be sent to the Contracting Officer, Contracting Specialist, and Technical POC. 4. Would the Government consider compressing the timeline if technology was available earlier? Yes. The purpose of Industry Day is to determine and shape the Future Missile acquisition strategy/plan. 5. Will the Market Research phase involve funding? No, the Market Research phase is strictly explorative. 6. What is the desired end state? Future Missile interceptor in the early 2030 timeframe. 7. Who owns the Future Missile initiative? Program Executive Officer for Missiles and Space (PEO MS), Lower Tier Project Office. 8. Who owns the other programs that compete in this battlespace? PEO Missiles and Space for SHORAD and PATRIOT; Navy for Aegis; MDA collaborates with services in the Lower Tier portion of the battlespace. 9. What are the obstacles to achieving the Future Missile capability? The Key Performance Parameters described in the general session are the obstacles / challenges to Future Missile development. Key Performance Parameters may be obtained from the Patriot Capability Development Document. See question 3 to obtain system information. 10. Will the Future BMD Launcher be backwards compatible with GEM-T, PAC-3 and MSE missiles? Is there a required launcher mix/load? The Government has not initiated requirements discussions for the Future BMD Launcher. The current intent is to have Future Missile design unconstrained and drive requirements for the future BMD Launcher. 11.Will the Government consider solutions other than Kinetic Energy missile solutions? The Future Missile Analysis of Alternatives will consider all materiel solutions. 12. Will there be a plan to release specific threat information (e.g. target types, trajectories) to the potential vendors? Not initially, but likely as the program moves further along the acquisition process. 13. Is there interest in interim solutions that could be upgraded through MOSA components? Yes the Government would consider approaches involving interim capabilities earlier with further planned technology insertions. 14. Regarding the launcher and assumed mobility requirements, is the Government considering a larger interceptor than is currently fielded; is there a load-out number identified for strategic airlift (e.g. C-17). The Government is looking for industry inputs on the ‘art of the possible' within an unconstrained environment at this time. Requirements and concepts for the future missile are still being worked. 15. For TMRR, will it start at TRL 3 or TRL 5? The acquisition strategy has not been defined. TMRR will focus on component level (sub-system level) maturation. At MS B, the Government will select a team to provide the system solution (continued notional concept). The acquisition strategy is expected to be informed over the time based on interchanges with Industry. 16. Is the Government looking for a ‘system response' to the RFI/Future Missile requirements? Specifically, is the Government looking for what is needed in terms of sensor capabilities and BMC4I? The Government is interested in the solution space within the missile segment including related aspects of BMC4I and sensor capabilities.
