FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66 - Instruments and Laboratory Equipment SUBJECT: Real Time Data Acquisition Card SOLICITATION NUMBER: NB646030-17-03298 RESPONSE DATE: 07/06/02017 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Dynamic Signals, LLC, located in Lockport, Illinois for a Real-Time Data Acquisition Card. Sole Source justification is based on the following: NIST designs highly sensitive instrumentation for ultra-trace gas detection in the mid and near-infrared. Recently, cavity-enhanced absorption spectroscopy using the dual-comb method of broadband detection has been performed on a variety gas-phase samples relevant to current NIST greenhouse gas and remote sensing initiatives. The phase modulator based dual-comb technique developed at NIST requires advanced data acquisition hardware and software to match the inherently high-throughput capabilities of dual-comb spectroscopy. NIST therefore requires a data acquisition card that can be integrated with home-build software, and provide truly real-time data acquisition over a broad radiofrequency bandwidth. The EON Express CSE123G2 real time data acquisition card provides a unique combination of vertical resolution (bit depth), sampling rate, and data streaming to hardware. NIST applications in gas sensing and remote sensing require data streaming at the card sampling rate of 3GS/s, a feature only available in the EON Express CSE123G2. In combination with this high rate of real-time data streaming, NIST also requires an analog-to-digital card with 12-bit or greater vertical resolution, something only available in the EON Express CSE123G2. Finally, NIST application require these features to be simultaneously available on two independent channels. Based on the market research conducted, NIST has not identified any other sources capable of meeting these unique requirements, and therefore, has determined Dynamic Signals to be the only source reasonably available to fulfill this requirement. The resulting order will be a Firm-Fixed Price purchase order. NAICS code for this requirement will be 334418 - Printed Circuit Assembly (Electronic Assembly) Manufacturing, with a small business size of 750. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 7/6/2017 will be considered by the Government.
