COMBINED SYNOPSIS/SOLICITATION PR 0010980914 SUBSCRIPTION SERVICES FOR LIBRARY This combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-95. The solicitation number for this request for proposal (RFP) is PR 0010980914. This requirement is under the associated North American Industry Classification System (NAICS) Code 519120, Libraries and Archives and the Small Business Size Standard $15.0M. The Government contemplates award of a Firm-Fixed Price in accordance with FAR 13.5, Test Program for Certain Commercial Items. This procurement will be evaluated as lowest price technically acceptable, for the procurement of the following services. 1. The U.S. Army Public Health Center (APHC) Library requires a contract that will provide subscription to an integrated collection of scientific and clinical information services/databases that include nursing, health, biomedical and international pharmaceutical abstracts retrieval services with full-text book and journal content. 2. Army Public Health Center (APHC) Library C.1 GENERAL: This is a subscription to an integrated collection of scientific and clinical information services/databases that include nursing, health, biomedical and international pharmaceutical abstracts retrieval services with full-text book and journal content. C.1.1 SCOPE. This is non-personal services contract to provide fully-searchable/browsable book and journal full-text content. The Contractor shall be able to, as a minimum provide eighty percent (80%) of titles provided In Exhibit A of this document. C.1.2 BACKGROUND. The U. S. Army Public Health Center (APHC), promotes health and prevents disease, injury and disability in Soldiers, veterans, and retirees; their Families; and Army civilians, and providing veterinary services for the Army and Department of Defense. APHC provides consulting services to senior military leaders, commanders both deployed and in garrison, and military medical and health professionals. The APHC Library mission is to provide research assistance and access to vital information necessary to the success of all APHC portfolios, programs and personnel. C.1.3 PERIOD OF PERFORMANCE. The period of performance shall be 12 months from date of award with two (2) optional twelve (12) month periods. C.1.4 PERSONNEL. Contractor shall provide a single point of contact for whoever is able to make contractual decisions during the period of performance. C.2.0 APPLICABLE DOCUMENTS AND AVAILABILITY: The Contractor shall provide a minimum of five (5), simultaneous users access via Internet/World Wide Web to all contracted information resources C.3 REQUIREMENTS: • The Contractor shall ensure Internet browsers, such as Microsoft's Internet Explorer, Chrome, Netscape or Firefox, enable authorized users to search and retrieve full-text book and journal content. • The Contractor shall provide access to information allowing for the compiling of usage reports including the number of distinct user sessions for each day, simultaneous (concurrent) usage sessions on a daily basis, and total user sessions on a daily basis. • The Contractor shall provide seamless access to the full-text book and/or journal content through the use of active hyperlinks contained in the bibliographic citation. • The search interface provides full Boolean search functions, as well as subject and keyword searching and context-sensitive help screens to assist users in the search process. • The Contractor will reply to any service calls for software or access support questions within 3 days. • The following items shall be provided as part of the requirement by the Contractor: • An option to select basic or advanced searching interface. • The ability to search for specific author. • The ability to search for specific journal. • The ability to search for title or specific words in article title. • Access to the U.S. Army Medical Command users 24 hours a day, 7 days a week. • The Contractor shall ensure users are able to: • Print citations or, when available, full-text articles. • Download citations or, when available, full-text articles. The Quality Assurance Surveillance Plan (QASP) provides a standard of surveillance for the U.S. Army Public Health Center (APHC) subscription to an integrated collection of scientific and clinical information services/databases that include nursing, health, biomedical and international pharmaceutical abstracts retrieval services with full-text book and journal content. 2. PERFORMANCE MANAGEMENT. a. The Contractor is responsible for the quality of all work performed. The Contractor measures that quality through the Contractor's own quality control program; quality control is work output, not workers. b. The government representative(s) will monitor performance and review performance reports furnished by the Contractor to determine how the Contractor is performing required services. 3. RESPONSIBILITIES. a. The Contractor shall furnish APHC personnel with an integrated collection of scientific and clinical information services/databases that include nursing, health, biomedical and international pharmaceutical abstracts retrieval services with full-text book and journal content. The Contractor will provide access to eighty percent (80 %) of the journal titles listed on the Product Order Form. b. The Contractor shall provide 24 hour access. Contractor will provide 5 day advance notice of any planned down time. All full text articles in the databases will be easily accessible to all users at APHC. The Contractor will provide notification of new databases available to APHC. The Contractor will reply to any service calls or support questions within 3 days. c. The role of the Government in quality assurance to ensure contract services are achieved. This will be done by compiling of usage reports including the number of distinct user sessions, titles of journals accessed, total number of searches, total number of articles downloaded. 4. SURVEILLANCE. a. The primary method for surveillance is internet. b. The Contractor shall provide the following services: Required Service Standard Method of Surveillance Monitoring Method Electronic Access 24 hours a day 100% inspection Government POC will review monthly usage reports Software support and access to database Vendor response within 3 business day of initial contact for assistance 95% of all contact for support answered within 72 hours (3 days).
