- THIS IS NOT A SOLICITATION. This is a sources sought announcement only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification - Small, Small Disadvantaged, Veteran Owned, and/or Service Disabled Veteran Owned Small Business -qualified under the subject NAICS of this notice. Responses to the synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FedBizOpps website. The contractor shall furnish services to the beneficiaries for whom such care is specifically authorized by the Department of Veterans Affairs Medical Center in San Francisco, CA ( VA ) for a period determined by the VA. This will require justification and approval from the Contracting Officer s Technical Representative, subject to the availability of funds. PURPOSE The goal of the Shelter Contract is to remove homeless Veterans from the street or habitation unfit for Veterans and place them in community-based, residential environments with sufficient therapeutic services to meet their needs. The primary expectation of the Contractor is that they assist the Veteran in finding longer-term housing, and provide food and shelter to the Veterans as they work on a housing plan. It is understood that most of the Veterans to be cared for under this contract will carry a mental health or substance abuse diagnosis and be in need of counseling by the shelter case management staff in order to become more stable and capable of moving into transitional or independent housing. To be eligible for placement in the shelter, all Veterans must be homeless or at imminent risk of becoming homeless, be eligible and registered for VA services, have signed a Release of Information between the VA and the contractor staff, have met with a VA social worker to complete a psychosocial, and be working on a housing plan. The length of each Veteran s stay in the shelter under this agreement shall be determined by the VA based on the Veteran s individual need. The contractor staff will manage the reservation system accordingly. Extensions of the Veterans reservation will be based on the Veteran s housing plan.
