Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to competitively award a Firm Fixed Price task order for Contractor Operation and Maintenance Services (COMS) and Contractor Maintenance Services (CMS) in support of the Naval Air Technical Training Center (NATTC) in Lakehurst, NJ and Pensacola, FL. The period of performance is 59 months, consisting of one (1) 11-month base year, which includes a two (2) month mobilization period, and four (4) 12-month options. Start of contractor performance is anticipated to be 01 February 2018. This will be performed outside the Fielded Training Systems Support (FTSS) IV Multiple Award Contract (MAC). Anticipated Draft RFP Release Date: June 2017 Pre-proposal Site Visit Schedule: 11 July 2017 “ Tour Pensacola site from 0830 to 1630 12 July 2017 “ Pre-proposal conference from 0900 to 1100 Continue touring site from 1100 to 1630 14 July 2017 “ Tour Lakehurst site beginning at 0830 and ending when all devices have been reviewed Site Visit Instructions: Number of Attendees: All prospective offerors should provide no more than three (3) attendees to attend the Pre-Proposal Conference/Site Visits. The Prime Contractor may request that subcontractors attend. Subcontractor attendees count toward the limit of three attendees per offeror. Visit Request: In order to attend the Pre-Proposal Conference/Site Visit, each offeror shall submit visit requests for those company officials who will attend. Email requests for the Pre-Proposal Conference/Site Visit a minimum of five (5) business days prior to the scheduled visit to the NATTC COMS site coordinator listed in L.4.1 above “ the Contract Specialist is to be copied on all site visit requests. The CMSS site coordinator will provide the exact building/room number location for the Pre-Proposal Conference/Site Visit (if changed from above) upon receipt of visitor requests. The Pensacola visit site coordinator, Mitch Heskett, will conduct a Pre-Proposal Conference and Site Visit on 11-12 July 2017 from 0830-1630 EST at NAS Pensacola, FL 32508. The Fort Dix visit site coordinator, Victor Gomez, will conduct a Site Visit only on 14 July 2017 beginning at 0900 EST and ending when all devices have been reviewed at CNATT Det Lakehurst, Hangar 1 Lansdowne Rd., Lakehurst, NJ, 08642. The conference will be held solely for the purpose of explaining the specifications and terms and conditions of this solicitation. The Pre-Proposal Conference/Site Visit will be the only opportunity that any prospective offeror will have to visit the site. This solicitation will remain unchanged at the conclusion of the conference, unless this solicitation is amended in writing IAW paragraph L.5.1.7. Failure to attend the conference will not constitute grounds for a claim after award of the contract. Travel Reimbursement: The Government is not responsible for, nor will the Government pay, any portion of the costs associated with attendance at the respective site visit by prospective contractor personnel.
