- SOURCES SOUGHT : CUSTOMS AND BORDER PROTECTION National Security Technologies, further referred to as CONTRACTOR, is seeking sources, further referred to as SUBCONTRACTOR who is qualified in the filed of Department of Homeland Security (DHS) U. S. Customs and Border Protection (CBP). The mission of the CBP Project is to secure United States ports of entry and borders from people and goods that are prohibited or which threaten U.S. citizens, infrastructure, resources and food supply, while efficiently facilitating legitimate trade and travel. The mission includes interdicting contraband (i.e., drugs, currency, guns, explosives, Wapons of Mass Destruction (WMD) and Weapons of Mass Effect (WME) and illegal human trafficking). The SUBCONTRACTOR shall provide CBP technical services and advisory support to quantify the soil conditions for the selected areas of interest along the U.S. borders. The SUBCONTRACTOR shall address the studies and planning required for the development of a tunnel detection test bed that can be used to evaluate sensor systems both quantitatively and qualitatively. The SUBCONTRACTOR shall provide advanced engineering and technical knowledge and skills, including subject matter expertise in the area of boder security threat detection capabilities (primarily tunneling threat); knowledge required to advise in the construction of horizontal and vertical boreholes that will be used for technology evaluations; provide engineering advisory support needed for the characterization of the geology from borehole cuttings and geophyslical logging; and current and past research in this advancing area of skill and knowledge. PERIOS OF PERFORMANCE: The subcontract award will be for a period of fice (5) years. RESPONSES TO THIS SOURCES SOUGHT: Interested parties who consider themselves qualified to perform the above listed services are invited to sumit a capability statment that provides sufficient documentation of prior experience in the following areas: 1. Familiar with the performance of the following Tunnel Detection Technologies in the geology found along the U.S./Mexico Borders: a: Active/Passive Seismic b: Ground Penetrating Radar c: Cross-Borhole Temography d: Reverse Imaging e: Reverse Vertical Seismic Profiling f: Electro-Magnetic Gradiometers g: Electrical resistivity 2. Familiar with the technical challenges U.S. Border Patrol encounters in the are of tunnel detection and remediation along the U.S./Mexico Borders. Particular border areas of interes include: a. El Paso, TX b. Nogales, AZ c. Douglas, AZ d. Otay Mesa, CA 3. Familiar with the different types of cross border tunnels that pose a threat to U.S. security including the physical characteristics of these tunnels. 4. Familiar with the development of government test beds to facilitate the evaluation of technology associated with border security.
