Sources Sought Synopsis The U.S. Department of Veterans Affairs, Network Contracting Office 2, and the VA Medical Center in New York, NY on behalf of the Brooklyn, NY VA Medical Center Nuclear Medicine Department is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for PET radiopharmaceutical unit doses in order to perform PET-CT diagnostic scans. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 325412 Pharmaceutical Preparation Manufacturing. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: Organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; If claiming SDVOSB or VOSB, the firm must be registered and CVE verified in VetBiz Registry http://www.vetbiz.gov/; also include VetBiz certification. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements; and The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract or statement of work. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. APPENDIX 1: Purpose and Objectives General Description: VA NY Harbor Health Care System requires delivery of PET radiopharmaceutical unit doses in order to perform PET-CT diagnostic scans. The contractor shall provide all labor, supervision and transportation necessary to meets the needs of the daily deliveries to VA NY Harbor. The contactor shall have an adequate supply of contract products to meet the requirements of VA NY Harbor. Because of the critical need of these supplies in a timely manner, only vendors within a 60 mile radius of the New York Harbor VA Medical Center (Brooklyn Campus) need to respond to this RFQ. Requirement: The required PET radiopharmaceuticals shall be furnished from an established business that is financially responsible and able to show evidence of reliability, ability, experience, equipment, and personnel directly employed by the business and supervised by them to render prompt and satisfactory service. DESCRIPTION EST. QTY UNIT Size F-18 FDG(Flourodeoxyglucose) 930 Unit dose 15 mCi F-18 NEURACEQ (Flobetaben) 15 Unit dose 10 mCi F-18 Sodium Floride 10 Unit dose 10 mCi C-11 CHOLINE 3 Unit dose 20 mCi The contractor must be licensed by the Nuclear Regulatory Commission and be regularly established in the business of providing radiopharmaceuticals. Additionally, the contractor shall meet the Department of Transportation, NRC, NHPP, FDA, OSHA, USP 797, VA and all other agency rules and regulations (Federal and State). Vendors must also be in compliance with standards of the Joint Commission. Contractors shall provide copies of licenses and certifications along with proposals. The contactor shall abide by the Title Code of Federal Regulations (CFR 10). The contractor shall assign to the Medical Center an individual sales representative to aide in facilitation in the smooth coordination between the Medical Center and the Nuclear Pharmacy. The contractor shall provide a copy of their laboratory s current quality control manual and shall be willing to discuss discrepancies in lab results which do not fit the clinical picture. The contractor shall test all products for quality control on a regular basis and only those products that pass quality control may be sent to VA NY Harbor. The testing and the detailed report shall be furnished to VA NY Harbor at no additional cost. All quality control testing/procedures shall be performed as required by Federal and State regulatory agencies.
