- Description
- INTENT TO SOLE SOURCE NOTICE This is not a request for quotes or proposals. Wilmington VAMC has a requirement to commence on 07/12/2017 for the fulfillment of a portable ultrasound machine that specifically provides diagnostic capabilities for liver disease processes and Hep-C staging. The Wilmington VAMC has a robust Hep-C clinic that services chronic and acute care patients diagnosed with Hep-C. Network Contracting Office 4, supporting Wilmington VAMC, intends to enter into sole source negotiations with Fidelis Sustainability Distribution, LLC, for this requirement citing authority defined under 38 U.S. Code 8127- Small Business Concerns owned and controlled by Veterans: contracting goals and preferences. The criteria include: (1) Such concern is determined to be a responsible source with respect to performance of such contract opportunity; (2) The anticipated award price of the contract (including options) will exceed the simplified acquisition threshold (as defined in FAR 13.000) but will not exceed $7,000,000; and (3) in the estimation of the Contracting Officer, the contract award can be made at a fair and reasonable price that offers best value to the United States. Further guidance is provided in VA Acquisition Regulations 819.7007 which further states in part: (b) The Contracting Officer s determination whether to make a sole source award is a business decision wholly within the discretion of the contracting officer. A determination that only one Service Disable Veteran Owned Small Business (SDVOSB) concern is available to meet the requirement is not required. (c) When conducting a SDVOSB sole source acquisition, the contracting officer shall ensure businesses are registered and verified as eligible in the VIP database prior to making an award. The NAICS code is 334510. Refer any statements and/or inquiries to: Valarie Garner-Scott at Valarie.garner-scott@va.gov. Telephone inquiries will not be accepted. Please note Wilmington VAMC Portable Ultra Sound Machine Intent to Sole Source Notice in the subject line of the email.
