Description
General Information: This is a Request for Information (RFI) as defined in FAR 15.201(e) to ascertain the availability of the products that provides the capabilities described herein. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI will be treated as business confidential information. Nonetheless, submitters should properly mark their responses if the information is confidential. Responses to the RFI will not be returned. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow up information requests. RFI Response and due date: 27 June 2017 Instructions to Responders: Responses from all capable and qualified sources (both large and small) are encouraged to respond to this request. Interested sources should submit a response via email to lisa.m.zarick.civ@mail.mil no later than 27 June 2017 that addresses all questions in the RFI Questionnaire (see Attachment 1 ) and include the requested documentation. All interested sources must be registered in the System for Award Management (SAM) to be eligible for award of Government contracts. Background/Overview: The U.S. Army Medical Materiel Agency (USAMMA) requires a quantity of four (4) ISO standard containers and four (4) installed Uninterruptable Power Supply (USP) units to support a deployable Computed Tomography (CT) scanner, and on-site training on the startup, maintenance, trouble shooting and optimization of the UPS. All items are requested on behalf of the USAMMA Tracy, California Depot. UPS Units are used to provide emergency power when the primary power source fails. The CT scanner is the primary imaging system for diagnosing patient trauma associated with combat injuries. Without the new UPS Units, the CT scanner is vulnerable to potential power fluctuations, spikes, and interruptions which creates a high risk for failure. The UPS Units also provide near-instantaneous protection from input power fluctuations or interruptions allowing physicians to continue critical exams. In addition, the UPS also protects the equipment by enabling proper shut down. The Minimum Essential Characteristics (MECs) for the ISO container and the UPS are listed below (see the bottom of this page as well as Attachment 2 to this posting). In addition to the ISO standard containers with an installed UPS, the Government requires on-site training on topics to include principles of operation, preparation for use and installation, software applications training, startup/shutdown, operating instructions (control settings, start-up, normal operation, shutdown, and emergency shutdown), maintenance and servicing instructions (preventive and corrective), cleaning and lubrication, performance verification, inspection, troubleshooting, software updates and security patch instructions (if applicable), preparation for shipment and long term storage, safety hazard identification and mitigation, and required tools, and test equipment. Personal visits for the purpose of discussing this announcement will not be scheduled. Emails or phone calls requesting personal visits will not receive a reply. Minimum Essential Characteristics (MECs) ISO Standard Shipping Containers • Quantity of Units: 4 • Outside Dimensions: 96.6" W x 144" L x 108" H (All outside dimension tolerance +/- 1") • Maximum Unit Weight as Configured Not To Exceed: 18,000 lbs. • Door: 1-Passenger 36" wide (+/- 1") • Operator Controls Located: Inside Container with remote monitor • Lifting Requirements: Curb and road side forklift pockets • Sidewall Closeout Panels: 2-21" x 21" sized to accept Military ECU Input and exhaust vents. • Vents: 1-21" x 21" sized to accept an ECU Input and 1-21" x 21" sized to accept an ECU Exhaust. • Input Power:1-208 volt/3 phase • Input Connection: Weather proof access with LUGS large enough to accept 4-600Amp Phase (.960") Cables and 1-350 Amp Ground Phase cable (.910"). • Output Connections: 1-480V 100Amp (CT Power), 1-208V 60Amp (ISO Power) • Interior Walls: Prime using MIL-DTL-53022 both inside and out. Interior Ceiling & Walls: Epoxy White, Color # 17925 per FED STD 595 in accordance with MIL-PRF-22750. Interior Floor: Epoxy Gray, Color # 26251 per FED STD 595 in accordance with MIL-PRF-22750. • Exterior of Containers and Interior of Personnel Door: Coating, Aliphatic Polyurethane, CARC 686 Tan Color No. 33531 per FEDSTD • Output Connections Type: Must be equipped with MIL-C-22992, Class L recessed receptacles. • Built in accordance with MIL-M-81957 (AS) Meets ISO1496-1 standards for commercial ground, rail, sea transport Uninterruptable Power Supply: • Quantity of Units: 4 • Output Power: Must provide both 480 volt/3 phase 100Amp (CT Power) and 208 volt/3Phase 60Amp (ISO Power) Simultaneously. • Rated Output capacity 125 kva/100 kw • Output Frequency: Must be easily converted from 60 Hz operation to 50 Hz operation. • Transient Voltage Safety: Must have a circuit wired in series to eliminate Transient Voltage Spikes and the ground must be Isolated from container ground for personnel safety. • Sustainment Period: With power removed, the system must be able to sustain the 60kw CT system along with supporting ISO Containers to include 1-ECU for a period of at least 30 minutes during normal operation. • Input o Input voltage: 480 VAC (+10% to -15%) o Frequency: 60 Hz (+/-5%) o Configuration: 3 Phase; 3 Wire + GND o Maximum Input Current: Normal- 135A Charging- 148A • Battery: o Number of Cells: 180 o DC Nominal: 360V o DC Minimum: 288V o Float Charge: 405V o Ripple Current (without batteries): AC Ripple on DC Bus: < 0.2% of DC Voltage o Storage: Retain between 60-75% battery life after being stored for a period of 1-year. • Documentation: Must provide complete Operator and Service Documentation to include diagrams and parts list and any software needed to support the system. • Shall provide a system warranty that includes all Parts and In-House Labor and Technical Support during the warranty period of 1 year.
