- DRAFT Section C - Statement of Work Form FTC-OSPR-17Z for Pre-Solicitation Conference attendance. This is a Pre-Solicitation Notice, Synopsis, and Pre-Solicitation Conference Notice for the Facilities and Operations Support Services (FOSS) requirement at the FLETC Cheltenham Site located at 9000 Commo Road, Cheltenham, Maryland. The required services include Environmental Waste Management of both hazardous and non-hazardous materials; property management of all firearms and ammunition; Mail/Messenger/Pickup and Delivery Services; Grounds Maintenance; Facilities Maintenance and Management for the Indoor Firing Range; Educational Aids Support; and Water Management. A contract with a one-year base period and four one-year option periods is anticipated. This is a follow-on to an existing competitive 8(a) contract. This acquisition is being offered for competition limited to eligible 8(a) participants. Eligibility to participate is restricted to 8(a) participants in the developmental and transitional stages. Interested 8(a) participants should continue to monitor this posting as the RFP will be posted through this Government Point of Entry. The RFP will not be provided directly to requesting companies. A DRAFT Section C - Statement of Work is attached. Drafts of other sections will continue to be posted when available. A final RFP is anticipated in August. An award is anticipated in November/December 2017. SITE VISIT A Pre-Solicitation Conference will be held on Tuesday, July 11, 2017, at FLETC Cheltenham. This will be the only site visit held for this procurement. A DRAFT Section C - Statement of Work has been released with this announcement. Release of a DRAFT Sections L and M are anticipated prior to the Conference. ATTENDANCE & SECURITY: Two (2) representatives per company are allowed to attend. Participants are required to submit the attached Form FTC-OSPR-17Z (5/17)** via email to Sandra.Schmidt@fletc.dhs.gov by 4pm EST on Tuesday, June 27th in order to gain entry to the Pre-Solicitation Conference. One (1) form per person is required. Please remember to provide added security protections to your documents. Upon receipt of your form but before the Conference, the Contracting Officer will notify you of your eligibility to attend. Approved participants MUST bring PICTURE I.D. on the day of the Conference in order to be admitted. **Foreign-Born U.S. Citizens must also bring a hard copy of proof of citizenship on the day of the Conference (U.S. military base birth certificate or U.S. Passport are examples). Due to time constraints, only U.S. Citizens are authorized to attend. FORMAT & DRESS CODE: The Pre-Solicitation Conference will be held RAIN-OR-SHINE so come prepared. It will begin early in the morning and is expected to last a half-day with participants leaving around lunch time. The conference will include a presentation followed by a walking tour of a little over one (1) mile. A formal Question/Answer session is not anticipated but feedback via email or phone to the Contracting Officer after the Conference is encouraged. Due to the hot and humid summers typically experienced in the region, the dress code is business casual and closed-toe flat shoes are required for safety. We will be walking on uneven surfaces which include pavement, concrete, gravel, grass, and stairs where no elevators will be available. You are encouraged to bring a water bottle, sunscreen, hat, and sunglasses. The facility does not have any on-site food services. A kitchen area with a sink, microwave, and refrigerator will be available for your use. You will NOT have access to your vehicle once on-site. TIME & LOCATION: Attendees are required to check-in between 6:00AM and 6:15AM at the Visitors Center located outside the Main Gate. It is very important you are on-time because students will have priority. Free surface parking is available. Our facility has a Main Gate to the north and a Back Gate to the south. You are only authorized to enter through the Main Gate so be sure to use the coordinates provided in order to arrive at the Visitors Center: Google Maps & GPS Devices: 38.755959 - 76.862023; iPhone Map Users: 38.755959, -76.862023; Cross Street of Commo Road at Dangerfield Road, Clinton, Maryland. Upon check-in, you will wait for a shuttle to transport you onto the facility. Once you have boarded the shuttle, you will not have access to your vehicle for the remainder of the conference. The conference is expected to end by 11:30AM.
