- SYNOPSIS INTENT TO SOLE SOURCE MARKET INFORMATION DATA ANALYTICS SYSTEM (MIDAS) This synopsis is hereby issued in accordance with FAR Part 5.203. The U.S. Securities & Exchange Commission (SEC or Commission) intends to execute a hybrid contract (Labor Hour and Firm-Fixed Price) with Tradeworx, Inc., 10 Board Street, 3rd Floor, Red Bank, NJ 07701 on a sole source basis using the exception to full and open competition permitted by FAR 6.302-1 -- only one responsible source and no other supplies or services will satisfy agency requirements. This action is necessary to mitigate risk and ensure the continuity of the SEC's operations-critical Market Information Data Analytics System (MIDAS). After careful consideration, it has been determined that Tradeworx is the only available authorized source with the capabilities and experience to effectively provide a system which specifically includes access to historical time stamped data dating back to 2008. The SEC has a requirement for a Market Information Data Analytics System (MIDAS). This system shall provide a low latency equities and equity options market data collection, processing, and analysis solution. This solution shall provide SEC staff with the data and analysis capabilities matching the speed, ease, and reliability available to sophisticated market participants. The solution shall include five parts: Market Data, Data Science, Market Data Analytical Tools, Sandbox, and Program Management and Support. The Contractor should externally host the solution. To meet performance requirements, the SEC anticipates that the Contractor will utilize a variety of cloud-computing services, including the following: 1. Software - cloud computing services where the Contractor hosts applications it provides to customers; 2. Platform - cloud computing services where the Contractor hosts an environment for customers to build and execute their own scripts, store information, etc.; and 3. Data - cloud computing where the Contractor hosts data it provides to customers. The design must provide a mechanism for collection and consistent time stamping of trade messages at the microsecond level since 2008. The primary users of the solution include staff in the Division of Trading and Markets (TM). Other user organizations include the Division of Enforcement, Division of Investment Management, Division of Economic and Risk Analysis, and the Office of Compliance, Inspections, and Examinations. The NAICS code for this acquisition is 541511, with a size standard of $27.5M. NO SOLICITATION IS AVAILABLE for this requirement. A request for information or a copy of this solicitation will not be considered an affirmative response to this Special Notice. Telephone responses or inquires to this notice will NOT be accepted. The U.S. Securities and Exchange Commission will consider written responses received no later than 2:00 PM EST, June 26, 2017. Responses must be submitted electronically to Riveraweedinm@sec.gov and MorrisT@sec.gov. Qualified vendors must provide the following: 1. Sufficient evidence that clearly shows the vendor has historical time stamped data dating back to 2008 identical to the information available from Tradeworx, Inc. 2. The name, DUNS Number, and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services and any available Government contract vehicles. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award.
