- This is a Sources Sought Synopsis only. This notice is to seek information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this sources sought and no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SOURCES SOUGHT. Responses to this sources sought synopsis will be used to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, if the Government plans to proceed with the acquisition, a solicitation announcement will be published in Federal Business Opportunities website www.fbo.gov. Responses to this sources sought is not an adequate response to a solicitation announcement. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. This synopsis is a market research tool to determine the availability of qualified Small Business sources. The Kansas City, Corps of Engineers is seeking qualified Small Business (SB) sources that primarily perform work in the NAICS classification 238910 Site Preparation Contractors. The applicable size standard is $15M. The Contracting Officer anticipates that contractors will self-perform a minimum of 15% of the contract value. The project is located at Fort Riley, Kansas in Geary County. The general scope of the requirement will be to deconstruct a 1950's era hospital and ancillary structures and utilities. 60% diversion of material from landfills will be required. Not all hazardous material will have been removed prior to deconstruction. The site will be restored to green space. This acquisition will require a general contractor with experience and expertise capable of successfully deconstructing and restoring the site of the hospital to green space. ADDITIONAL PROJECT INFORMATION Prior experience in the following areas are required: • Deconstruction of a complex building over 300,000 square feet in area. • Removal of underground storage tanks, to include fuel disposal and treatment of fuel contaminated soil. • Successful diversion of at least 50% of deconstructed material from landfills for structures over 300,000 square feet in area. • Deconstruction of hospitals containing operating rooms, laboratories, medical gas systems and other medical systems not typically found in common deconstruction/demolition projects. • Extensive removal and capping of utilities as part of a significant deconstruction/demolition project. • Restoration to green space of a site after deconstruction/demolition; over 10 acres. Submission Requirements: 1. Offeror's name, address, point of contact, phone number, and e-mail address. 2. Firm's DUNS number. 3. Offeror's interest in providing a bid on pending solicitation, once issued. 4. Offeror's capability to perform a contract of this magnitude and complexity. 5. Offeror's type of business and business size. 6. Offeror's Joint Venture information, existing and potential, if applicable. 7. Offeror's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.) 8. Description of up to ten (10) similar projects completed by your company as a prime contractor within the past six (6) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of that project; (c) a description of the work that was performed and whether it was self-performed or performed by a subcontractor; if performed by a subcontractor, identify subcontractor; (d) indication of how long the services took to complete from start to finish; (e) name, address, point of contact and phone number of customer organization for which the work was done. Interested parties should respond via email to the point of contact below no later than 23 June 2017 at 2:00 p.m., Central Standard Time. This Sources Sought Notice is to assist the Corps of Engineers in identifying an appropriate acquisition strategy only. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, the information will be utilized for technical and acquisition planning. All data received in response to this Sources Sought Synopsis marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Since this is a sources sought announcement, no debrief, evaluation letters, and/or results will be issued to the participants.
