- SSJ for Borescope Synopsis of Contract Action (SOCA) The Air Force Test Center (AFTC), Contracting Directorate, Edwards AFB, CA intends to issue a sole-source contract to GE Inspection Technologies, LP for a borescope with internal working channel retrieval tools and accessories required for aircraft inspections. The product being purchased is a borescope used for inspections and foreign object (F.O.) retrieval purposes to prevent foreign object damage (F.O.D) to aircraft and aircraft engines. The borescope shall record video and capture images in color with an internal working channel scope that includes a F.O. retrieval system with different F.O. retrieval tools. The anticipated contract will be a Firm-Fixed Price (FFP) sole source acquisition to GE Inspection Technologies, LP. GE Inspection Technologies, LP is the manufacturer of this item and is the sole owner of the proprietary data rights. Furthermore, there are no authorized pass-through opportunities available via Netcents-2. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A). This authority is supported by an approved and sole source letter (see attached). The applicable NAICS code is 333314 and the size standard, as defined by the U.S. Small Business Administration, is 500 employees. This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
