- The Naval Sea Systems Command will be conducting an Informational Meeting/Industry Day on the development of future ship integrated power and energy systems. This will be the second meeting planned in a series of interactions to ensure the industry base is situated to respond quickly to Navy requirements for new power, energy storage, and propulsion systems. The first industry day was conducted on August 3, 2016 at the Naval Surface Warfare Center Philadelphia Division and was attended by over 150 representatives from 45 companies and Government institutions. The focus of the prior meeting was to outline the inter-relationship of the Combat Power and Energy Systems (CPES) Overarching Integrated Product Team (OIPT), the Naval Power and Energy Systems (NPES) Technology Development Roadmap (TDR), and the Integrated Power and Energy System (IPES) modeling and test plans. Information about the prior meeting was provided via announcement N0002416R4208. That meeting discussed an update to the Broad Agency Announcement (BAA) for the Research and Development of Next Generation Integrated Power Systems (NGIPS), pre-solicitation notice N0002410R4215, which was updated simultaneously with the Industry Day. The BAA update primarily addressed the interest in technologies that could advance a power generation module in the nominally 25 megawatt range. These industry days are technical interchange meetings to inform the attendees of notional development plans and development status of the technologies that may be of interest associated with the demonstration of a Medium Voltage Direct Current (MVDC) shipboard electrical power and energy architecture as well as the enabling technologies. The NPES TDR, signed by COMNAVSEA in 2015, concludes that future high energy weapons and sensors require electrical energy storage to operate effectively and to mitigate the negative effects on other ship systems. In order to incorporate the interests of multiple stakeholder organizations and facilitate the exchange of information, the Electric Ships Office, under its Executive Steering Group, formed the CPES OIPT. This effort provides actionable recommendations regarding common, affordable, technically viable electric plant solutions (including documented interfaces) that integrate with and support future advanced high energy weapons and sensor systems for all surface ships. The CPES effort within the Navy intends to facilitate development and implementation of electrical power systems modifications to increase available shipboard electrical energy for both back fit and forward fit applications. It also looks at stored electrical energy that supports planned advanced weapons and sensor systems in ships. The 2015 NPES TDR recommends that an IPES for future surface combatants be developed and demonstrated in the 2020-2024 timeframe. This IPES would be a collection of advanced technologies that are integrated to de-risk the concepts identified as part of the CPES process, and can be manifest in hardware or a "digital twin" simulation. An IPES is described in the NPES TDR as an advanced power architecture that incorporates multi-use distributed energy storage as well as advanced controls and energy management. Changes from Integrated Power System (IPS) on DDG 1000 range from system level improvements such as variable speed prime movers (to include a nominally 25 MW Gas Turbine-Generator Set), utilization of energy storage, higher bus voltages, common intra-zone power conversion, improved electrical disconnects, advanced circuit protection, advanced controls, cybersecurity, and increased efficiency and performance leveraging industry's advancements in power conversion technology since DDG 1000 was designed. The design decision was made to pursue a 12,000 volt direct current (12 kVDC) bus voltage IPES ADM as an evolutionary step from DDG1000 to next generation surface combatants. The upcoming Industry Day will be broadly focused on the system engineering challenges associated with developing and fielding an IPES. Presentations will be provided by DoD subject matter experts. Subsequent to the Industry Day, one-on-one meetings may be scheduled for direct industry feedback on the materials discussed. As this is not a solicitation, no attendee firm should view this as an opportunity to exhibit its qualifications or technical merit that distinguish itself from others in attendance. Questions and conversation that appears to steer in this direction will be discouraged. Please limit attendance from each company to three individuals as the total attendance will be limited. Attendees must be US Citizens or Permanent Resident Aliens and must represent bona fide US Department of Defense (DoD) contractors as the presentation materials may include limited distribution information. Evidence in the form of a completed DD Form 2345 (MILITARILY CRITICAL TECHNICAL DATA AGREEMENT) signed by both the DoD and Canadian Official will be required prior to registration. Registration will be confirmed via a responding e-mail and failure to register will prohibit admittance. Please provide the planned attendee's name, company, position title, city, state, phone and e-mail address in addition to the DD 2345. Additional attendance by representatives from different divisions or operating units of the same company may be allowed on a case by case basis, but only if space is available after the registration due date noted above. No recording of any kind will be allowed during the meeting. Note: This is NOT a "bidders conference" and this announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind. The Government will not assume liability for costs incurred by any offeror for presentations, marketing efforts or data offered for examination; therefore the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government. The Government intends to provide the presentation material and a list of attendees to the participants in the Industry Day.
