- The Bureau of Fiscal Service, on behalf of the Inter-American Foundation (IAF), intends to issue a solicitation in electronic format on or about June 27, 2017 for audit services of IAF grantees in Haiti. Among the Grant Auditor requirements, the Contractor shall be a licensed accountant, accounting firm or organization with a full-time physical presence in Haiti, and have legal status to operate in Haiti, have an equipped in-country physical office and full-time physical presence in Haiti for the duration of the contract. Audit Partner/Senior Manager shall be a certified public accountant. The Contractor (including staff) shall be fluent in French and Creole, and write in professional business language. Among the tasks the Auditor will perform are the following: conduct audits in accordance with the "Audit Manual for Use by Independent Auditors in the Examination of Foundation Grants" (2014 version) or Audit Manual. An Audit shall be defined as an examination-level attestation engagement as defined in section 6.02 of the Yellow Book, and does not constitute a financial audit under Generally Accepted Government Auditing Standards (GAGAS) or Generally Accepted Auditing Standards (GAAS). Audits performed under this contract will include sufficient testing of a grantee's books and records to determine whether the grantee is in compliance, in all material respects, with the requirements set forth in the grant agreement executed between the Foundation and the Grantee, and to render an opinion to that effect. The grant Auditors shall conduct orientation/initial assessments of grantees receiving IAF funds. The grant auditors must be able to travel to remote parts of Haiti to conduct fieldwork at grantees' locations. Fiscal Service intends to issue an indefinite delivery, indefinite quantity contract for a base period and four (4) one-year option periods. Task orders may be fixed price labor hour, time and materials, or a hybrid of both.
