The Dement of Labor requires a multi-user subscription for real-time policy analysis aBPA PRICE LIST CLIN USERS PRICE 0001 NTE 35 EA $ BASE YEAR 1 JULY 2017 - 30 JUNE 2018 1001 NTE 35 EA $ OPTION YEAR ONE 1 JULY 2018 - 30 JUNE 2019 2001 NTE 35 EA $ OPTION YEAR TWO 1 JULY 2019 - 30 JUNE 2020 3001 NTE 35 EA $ OPTION YEAR THREE 1 JULY 2020 - 30 JUNE 2021 Statement of Work TITLE: Policy Analysis and Sector-Based News Subscription for the U.S. Dement of Labor (DOL) SCOPE OF WORK: The Dement of Labor requires a multi-user subscription for real-time policy analysis and pertinent sector-specific news. The web-accessed subscription shall provide users with access to policy areas including labor, employment and immigration, health care, financial services, and budget and appropriations among others. In addition, the subscription shall provide: • Fast, reliable, customized policy news, accessible and searchable on a website as well as accessible from handheld mobile devices, which shall include, but not be limited to iPhone, iPad, Android and Blackberry devices. • Daily in-depth news and analysis of key issues of interest to DOL. • Early-bird (i.e. 5:30 am) access to morning newsletters and exclusive, subscriber-only afternoon briefings via newsletters. • Customizable breaking-news e-mail alerts on issues affecting DOL. • Trending news releases customized by topic. • Keyword alerts. • A CEO report that monthly forecasts significant issues in policy areas. • A daily roundup of the day's top policy news and a forecast of what lies ahead. • A searchable database of prior news and policy analysis. • Access to Congressional Research Service (CSR) reports which define legislative context for DOL users. CONTRACTOR-FURNISHED PERSONNEL • The vendor shall provide DOL with a single point-of-contact to respond to contract administration and performance-related matters. • The vendor will independently perform all work and furnish all labor, materials, supplies, equipment, and services (except as otherwise specified in the contract) as required by this SOW. DOL recipients Task 2 Review Keywords As needed by the user 1 Accessible format, email/web DOL subscribers Task 3 Invoice Annual 1 Accessible format, paper or email DOL COR *"Accessible format" means that all deliverables produced by the contractor must be accessible and meet the criteria outlined in Section 508 of the Rehabilitation Act of 1998 and Web Content Accessibility Guidelines 2.0 (WCAG 2.0). 3.2 Performance Standards Performance Standard Method of Surveillance Project Management 100% development of subscription news and policy analysis. 100% review of news and policy analysis by DOL subscription users. 100% accuracy rate for invoices provided to DOL Finance Office. 100% review and examination of invoice by DOL COR. Development of Content 97% accuracy in providing accurate and pertinent news and policy analysis 100% review/examination of daily newsletters and alerts by DOL subscription users. 100% usability of accessible formats in all media. 100% review/examination of alternative formats by DOL subscription users PERIOD OF PERFORMANCE: The period of performance for this requirement is for one base year and three option years. SOLICITATION PROVISIONS FAR 52.212-1 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS (APR 2014) - ADDENDUM Provisions 52.212-1, 52.212-2, and 52.212-3 apply only to this RFQ and will not be incorporated into the resultant Firm Fixed Price Blanket Purchase Agreement from this solicitation. This provision 52.212-1 is herein incorporated by reference (IBR), except as modified by addendum below. Questions & Answers: Contractors may submit questions pertaining to this RFQ to the following email address: roberson.jeanetta@dol.gov NOT LATER THAN 1530 EST on 16 June 2017. Answers will be posted as an amendment NLT, 19 June 2017. COMPLETE PROPOSALS DUE BY 1200 EST on 22 June 2017. Quotes shall be submitted in Three (3) separate s, Factor I- Technical ( 1), Factor II- Past Performance (Part 2), Factor III - Price (Part 3) as described below. Technical proposals shall be limited to 25 pages (Times New Roman, 12 Font). Technical proposal page limitations do not include resumes which are required for each labor category or past performance information. A page is defined as one side of an 81/2" x 11" sheet of white, un-textured paper, single-spaced, with at least one inch margins on all sides. Timely submission via regular mail delivery, carrier, or hand-delivery must be delivered to the Office of Procurement Services: C/O Jaye Roberson Dept of Labor, 200 Constitution Ave. Room S-4307, Washington Dc 20210 will be accepted. Quotes must be received by the Office of Procurement Services (OPS) by the submission due date and time specified. Offers submitted via regular mail or by carrier must also include one (1) electronic copy of complete proposal via virus-free CD(s). Information on both the hard copy and CD(s) must match. Should there be conflicting information between electronic and hard copy documents, the hard copy shall take precedence. FORMAT. The submission shall be clearly indexed and logically assembled. Each volume shall be appropriately numbers and clearly identified with the date and solicitation number in the header and/or footer and shall begin at the top of each page. A Table of Contents shall be created using the Table of Contents feature in MS Word. MS Word (.doc) files shall use the following page setup parameters: Margins - Top, Bottom, Left, Right - 1" Gutter - 0" From Edge - Header, Footer - 0.5" Page Size, Width - 8.5" Page Size, height - 11" Font - Times New Roman - 12 CONTENT REQUIREMENTS. All information shall be confined to the appropriate volume. The offeror shall confine submissions to essential matters, sufficient to define the proposal details, in a concise manner, to permit a complete and accurate evaluation of each proposal. Each volume of the proposal shall consist of a Table of Contents, Summary Section and the Narrative discussion. The Summary Section shall contain a brief abstract of the volume. Proprietary information shall be clearly marked. The following shall be included in the Narrative discussion: VOLUME I-TECHNICAL and VOLUME II PAST PERFORMANCE - The proposal will be evaluated to determine whether the offeror's methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the solicitation and whether the offeror's methods and approach to meeting the solicitation requirements provide the Government with a high level of confidence of successful completion within the required schedule. NO PRICING INFORMATION IS TO BE PROVIDED IN THE TECHNICAL/PAST PERFORMANCE VOLUME. VOLUME III-PRICE - The offeror shall provide the pricing in an electronic Excel spreadsheet file compatible with Microsoft Excel. PERIOD FOR ACCEPTANCE OF OFFERS - The offeror agrees to hold the prices in its quote firm for 60 calendar days from the RFP response due date, unless another time period is specified in an addendum to the solicitation. EVALUATION CRITERIA Technical Evaluation 1. Technical Approach - Each offeror shall submit a proposal that delineates their technical ability and relevant expertise to perform the work described in the Statement of Work (SOW). Specifically: a. The offeror's proposal shall outline their ability to provide accessible policy analysis and sector-based news in the areas to include, but not be limited to: • labor, employment, immigration • financial services • budget and appropriations • health care b. The offeror's proposal shall confirm and describe their ability to meet the early-bird access to morning newsletters by 5:30 am EST. c. The offeror's proposal shall confirm access to CSR reports and a searchable online database of prior news and policy analysis. d. The offeror shall confirm their ability to deliver the newsletters and articles electronically and to handheld devices such as an iPhone, iPad, Android and Blackberry. e. The offeror shall outline how DOL users can customize keywords and email alerts so as to allow real-time access to pertinent breaking news. f. The offeror shall identify the point of contact who will work on the DOL subscription. g. The offeror's proposal of this sub-factor is limited to three (3) pages. 2. Sample Policy Analysis & Sector-Based News a. The offeror's proposal shall include a sample early-bird newsletter, afternoon newsletter, email alert and customizable keyword searches. The sample template shall be evaluated for: 1. Real-time within competitive journalist standards. 2. Ease of drilling down to articles within the newsletter. 3. Pertinent and relevant articles. 4. Accessibility of newsletters and articles via handheld devices such as iPhone, iPad, Blackberry and Android. 3. Past Experience a. The offeror shall list their experience in offering policy analysis and sector-based real-time news services. b. The offeror's list is limited to one (1) page. Past Performance The offeror shall demonstrate successful past performance and relevant experience as evidenced by information gathered concerning contracts held during the past five (5) years and those currently in process for similar work. The offeror shall include client names, addresses, telephone numbers, contact persons, and nature of work performed. Price The offeror shall submit pricing of all available news clipping packages. The award will be made to the offeror whose offer is determined to be the best overall value to the Government, price and other non-cost factors considered. d pertinent sector-specific news.
