- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR 13 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The Request for Quote (RFQ) number is N0018917Q0120. This RFQ documents and incorporates provisions and clauses in effect through FAC 2005- 95 (effective date January 13 2017) and DFARS Publication Notice 20161222 (effective date December 22 2016). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/far/ and http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html. The NAICS code is 336611 and the Small Business Standard is 1250 employees. This requirement is 100% Small Business set aside and only qualified vendors may submit quotes. The Small Business Office concurs with the set-aside determination. NAVSUP Fleet Logistics Center Norfolk requests responses from qualified sources capable of providing services identified in the Statement of Work to include the removal of existing cabinets, sofas, entertainment partition, wall covering, chair rail, book cases, sconces, make repair like new in way of any removals to include overhead, decking, bulkhead panels, wall coverings and painting. See attached SOW for details. Delivery is 18 days ARO; Delivery Location will be FOB Destination USS Winston Churchill, Naval Station Norfolk 23511. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. NOTE: In order to be eligible for this solicitation the vendor must attend the mandatory site visit. There will be a MANDATORY Ship ™s site visit schedule for 06/19/2017 at 0900 {Eastern Standard Time}. The Contract Specialist and a ship representative will meet all interested vendors at the bottom of the ship ™s pier at the security both to be escorted aboard the ship. This is to obtain the proper assessment of repairs, modifications and installations and to address any questions regarding the repairs, modifications and installations. The USS Winston Churchill is currently moored at Naval Station Norfolk. The address is 9079 Hampton Blvd, Norfolk, VA 23505. All interested vendors must contact the Contract Specialist via email at addison.page@navy.mil or by phone at 757-443-1969 no later than 15:30 pm {Eastern Standard Time} on 06/16/2017 to confirm the attendance of a company representative for the MANDATORY site visit. This announcement will close 06/26/2017 at 0900 {Eastern Standard Time}. Submit all quotes to Addison Page via email to addison.page@navy.mil. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. Quotations will be evaluated IAW FAR 52.212-2, Evaluation - Commercial Items. The Government will award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the government. Lowest Price will be the factor in the evaluation of this solicitation. All quotes shall include price per item(s), FOB Destination, a point of contact, name, phone number, and email, business size, and payment terms. Quotes will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/ Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Product List, Military Handbook, and other standardization documents from the DoD Single Stock Point (DODSSP), in Philadelphia, PA. Most documents are available in Adobe PDF format from the ASSIST database via the internet at https://assist.dla.mil/online/start/ One or more of the items under this acquisition may be subjected to an agreement on the Government Procurement approval and implemented in the United States by the trade agreement act of 1979. All offers shall be in the English language and in U. S. Dollar. Method of payment: Government Purchase Credit Card. NOTE: All contractors shall comply with all Local, State and Federal regulations and must have the proper clearances to access Naval Station Norfolk.
