Description
THIS IS NOT A SOLICITATION. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. This is a notice of intent to award a sole source award by the National Institute of Standards and Technology (NIST) under the authority of Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements to: Labsphere, Inc. 231 Shaker St North Sutton, NH, 03260, for Irradiance Calibration System. The North American Industry Classification System (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing, and the size standard is 1000 employees. The Materials and Structural Systems Division of the National Institute of Standards and Technology (NIST) serves as the world-class resource for developing and promoting the use of science-based tools, measurements, data, models, protocols, and reference standards, to enhance both the global competitiveness of U.S. industry through innovations in building materials and construction technology; and the safety, security, and sustainability of the nation's buildings and physical infrastructure. The Polymeric Materials Group developed the SPHERE (Simulated Photodegradation via High Energy Radiant Exposure), unique weathering device for accelerated exposure of materials used in infrastructure. The integrating sphere technology used in NIST weathering devices provides the highest uniformity and intensity of UV irradiation and the electrode-less microwave-energized mercury arc lamp provides more stability. Extensive SPHERE irradiance calibration using a unique spectral radiometer system is required to maintain accurate irradiance values for all weathering devices and provide a commercial irradiance measurement system. The purpose of this purchase request is to obtain Irradiance calibration system. Use of the NIST SPHERE systems is critical to the mission for research in EL, particularly for EL STRS projects in the Engineering Materials for Resilient Infrastructure Program and other EL projects examining the service life of polymeric materials. There are deadlines in the EL projects for the accelerated aging of materials that must be met using this instrument. An absolute spectral irradiance measurement system is required to calibrate the irradiance from the SPHERE devices. This irradiance measurements system consists of a spectral irradiance monitor and standalone calibration unit to be used on existing SPHERE systems, including the SPHERE (2m), MUUSIC (20") and Strain sphere (20"). The SPHERE and MUUSIC systems include a concentrated parabolic cone at exit port at which the irradiance must be measured. The irradiance calibration system manufactured by LabSphere, Inc. is the only system that can satisfy the Government's need. This is the only system that possesses its own calibrated light source to provide on-demand calibrations of the various irradiance heads that can be used on a concentrated parabolic cone at a device exit port. Furthermore, its calibrated light source possesses an irradiance over the spectral range from 210 nm to 800 nm, includes a recalibration interval no less than 100 hours of operation and a minimum irradiance of 0.05 microW/cm2/nm at 50 cm from the light source, and has a high stability with a relative output drift of less than 2.5% over 100 hours. These features are a requirement to be compatible on the existing NIST SPHERE weathering devices. No other known spectral irradiance device possesses one or a combination of all the required critical features described above that are essential in meeting the needs of the Government. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. All responses to this notice of intent must be submitted so that they are received at abdul-kudus.yahaya@nist.gov no later than June 30, 2017 at 3:00 PM Eastern Time.
